Project Manager - Public Assistance
Tidal Basin is looking to hire multiple Senior Emergency Management (EM) Consultants. The ideal candidate will be a dynamic team leader with a solid understanding of comprehensive emergency management activities to include disaster recovery, and be capable of managing multiple tasks with demanding deadlines.  This person will bring extensive project management experience for federal, state, and/or local emergency management contracts. Candidates must demonstrate a successful track record of designing, planning and managing full lifecycle projects. The Senior Emergency Management Consultant must possess in-depth knowledge in one or more of the following specialties; disaster recovery, public assistance, CDBG-DR, or Mitigation experience. 
 

Essential functions:
  • Create and execute project work plans according to the new FEMA Recovery process and revise as appropriate to meet changing needs and requirements;
  • Ensure that project is proactively managed, executed according to schedule and on budget
  • Identify issues as they arise;
  • Effectively manage resources to maximize productivity;
  • Provide ongoing contact with senior leadership and client to ensure satisfaction with project progress and resource utilization;
  • Participate in RFP proposal writing, and
  • Monitor and report on project activities related to the program.
We are currently looking for Specialist to fill one or more of the following areas:

Public Assistance:
In these roles, you may have the following general responsibilities:
  • Conduct site assessments, and write damage descriptions, scopes of work to repair/replace damaged public infrastructure and develop cost estimates for the Federal funding of the projects;
  • Write Project Worksheets (PWs) for the purposes of determining project eligibility, scopes of work and estimating costs to repair or replace a facility/structure to restore it to its pre-disaster design;
  • Provide technical, cost estimating, and disaster recovery and/or management services while supporting technical professionals;
  • Interpret construction work to ensure compliance with contract drawings and specifications as well as FEMA Public Assistance policy and procedure, and
  • Conduct preliminary damage assessments (PDAs) in the field with Federal, State and local officials.
 
The minimum qualifications for this position are:
  • Dependable, responsible, detail-oriented and organized;
  • Bachelor’s degree required, master’s degree preferred;
  • Minimum 2 years’ experience as a project manager;
  • Minimum of  5 years’ experience in the specialty field outlined above;
  • Emergency Management certifications preferred (CEM, MEP, BCP, etc.);
  • Strong knowledge of Federal Emergency Management Agency (FEMA) regulations, policies, and guidelines;
  • Have experience with FEMA's Public Assistance Alternative Procedures (PAAP);
  • Excellent verbal and writing skills;
  • Proficiency with Microsoft Office Suite;
  • Ability to work independently and with local stakeholders and diverse national teams;
  • Documented past performance in public sector a plus, and
  • Willingness to travel and temporarily work from client locations.
