PE Civil Engineer does not need to be licensed in Arizona. Candidate must hold an active Civil Engineer PE license in any U.S. state. NO structural or construction management.
Key Requirements:
- Must have Civil Engineer strong, substantial Land Development experience
- Private-sector land development experience is essential — not primarily public-sector work
- Active PE license in any U.S. state
- Position is primarily onsite in Arizona
- Potential flexibility for one remote day per week
- Looking for someone with hands-on experience managing/designing private land development projects

About the Opportunity
We are seeking an experienced Director of Land Development Civil Engineer to join the senior leadership team and lead the expansion of land development operations throughout Tucson and greater Arizona.
This leadership position will oversee a diverse portfolio of residential, commercial, and mixed-use development projects while leading, mentoring, and growing engineering teams. The Director will also play a key role in business development, client relationship management, and strategic growth across the Arizona market.

Key Responsibilities
- Lead, mentor, and grow the Tucson Land Development Division.
- Serve as a trusted advisor and primary point of contact throughout the project lifecycle.
- Provide expert guidance on design, project scope, schedules, budgets, and project progress.
- Lead project teams by establishing clear expectations and promoting technical excellence, collaboration, efficiency, and innovation.
- Champion mentoring, training, and professional development initiatives for engineering staff.
- Work with senior leadership on strategic business development opportunities.
- Support company growth through client retention, new project pursuits, and repeat business.
- Maintain strong relationships throughout the Arizona developer and builder community.
- Leverage industry connections to identify new opportunities and strengthen client partnerships.
- Participate in land development and related professional organizations.
- Provide strategic direction, planning, and oversight for engineering teams.
Required Qualifications
- Bachelor’s degree in Civil Engineering from an accredited college or university.
- Active Arizona Professional Engineer (P.E.) license.
- 15+ years of relevant experience managing land development projects.
- Proven experience managing projects within scope, schedule, budget, and performance requirements.
- Demonstrated ability to successfully lead engineering teams.
- Experience directly managing employee performance and mentoring civil engineering professionals.
- Strong initiative and ability to independently establish goals, develop plans, and direct project teams.
- Experience performing constructability reviews and site construction conformance evaluations.

- Land use attorneys
- Planners
- Public agencies
- Proven experience in business development and client management, including securing new and repeat business.
Technical Skills
- AutoCAD / Civil 3D
- Microsoft Project
- Bluebeam
- Strong understanding of land development processes and engineering design.
- Ability to evaluate construction plans and site conditions.
- Strong project planning, management, and technical leadership skills.
