Senior Project Manager - Municipal Capital Programs and Project Delivery
Location: Massachusetts | Hybrid
A growing, multidisciplinary engineering and project-delivery firm is seeking an experienced Massachusetts public-sector leader to help expand its municipal capital programs and owner-side project-delivery practice. This seller-doer-builder role combines client development, hands-on project delivery, and team building.
What You Will Do
• Lead municipal and public-sector capital projects from planning and procurement through design, construction, and closeout.
• Advise municipal and public-agency clients on capital programs and project-delivery strategy.
• Provide owner's representative/OPM, PM/CM, design-management, and construction-administration services.
• Manage scope, budgets, schedules, risk, quality, and stakeholder coordination across multiple assignments.
• Lead construction-phase work, including constructability, contractor coordination, change management, cost and schedule oversight, and closeout.
• Support consultant, designer, and contractor procurement in accordance with Massachusetts public-project requirements.
• Support capital planning, facility assessments, and development of multi-project capital programs.
• Build relationships with municipalities and public agencies throughout Massachusetts and identify follow-on opportunities.
• Lead and contribute to proposals, interviews, capture planning, and business-development activities.
• Recruit, mentor, and develop future members of the Massachusetts project-delivery team.
What We Are Looking For
• Approximately 15+ years of relevant experience, preferably in Massachusetts public-sector capital programs and project delivery.
• Demonstrated success managing public capital projects from planning and design through construction and closeout.
• Strong relationships with Massachusetts municipalities and/or public agencies.
• Experience working with town or city managers, DPW and facilities leaders, building committees, public-safety officials, designers, contractors, and other stakeholders.
• Meaningful experience in several of the following: municipal capital programs, owner's representation/OPM, PM/CM, public facilities, design management, construction administration, capital planning, public procurement, or grant-funded capital projects.
• Strong construction-phase leadership, including constructability, contractor coordination, cost and schedule oversight, change-order management, and closeout.
• Knowledge of Massachusetts public procurement and project-delivery practices.
• Experience with Chapter 149 and/or 149A projects; Design-Bid-Build and CM-at-Risk experience is highly valued.
• Ability to manage multiple projects and clients simultaneously.
• Strong written, presentation, and client-facing communication skills.
• Experience developing scopes, proposals, and fee estimates and participating in client interviews.
• Entrepreneurial, collaborative mindset with a genuine interest in building a business and developing people.
Preferred Credentials
• MCPPO certification is highly desirable.
• CCM certification is highly desirable.
• A Massachusetts PE or RA is a significant plus, but not required for an exceptional candidate with the right municipal capital-program, OPM, and construction-management background.
