Director / Senior Project Manager – Transportation & Bridge (FDOT)

🔽 Position Overview

This position is responsible for leading engineering operations and business development (BD) efforts across the Florida Department of Transportation and local transportation agencies throughout Florida.

The role includes building and running an office, organically growing teams, managing major transportation projects, developing client relationships, and driving strategic expansion across the Florida market.

👉 Strong experience in bridge construction and bridge inspection is REQUIRED.


🔽 Key Responsibilities

🚀 Business Development

  • Identify, qualify, and develop new business and staff-augmentation opportunities across:
    • Florida Department of Transportation
    • Local municipalities and counties statewide
    • Central Florida Expressway Authority
    • Miami-Dade Expressway Authority
    • Tampa Hillsborough Expressway Authority
    • Orlando-Orange County Expressway Authority
    • Regional planning organizations (MPOs)
  • Lead account planning, capture strategy, and teaming (prime/sub relationships)
  • Build and manage a 12–24 month pipeline of FDOT and bridge-related work
  • Track RFP forecasts, attend industry events, and position pre-RFP
  • Partner with marketing/proposals on winning submittals (technical + management)
  • Maintain CRM discipline (pipeline, probabilities, next steps)
  • Coordinate with recruiting to staff bridge inspection & construction roles
  • Deliver KPI reporting, forecasting, and capture updates to leadership

🏗️ Operations & Office Leadership

  • Lead and grow bridge construction, inspection, and CEI teams across Florida
  • Run and scale an office, including staffing, workflow, and project delivery
  • Manage all current and future FDOT and transportation-related projects
  • Oversee budgets, scheduling, and strategic planning
  • Allocate resources across multiple concurrent infrastructure projects
  • Ensure compliance with:
    • FDOT standards
    • Federal Highway Administration
    • National Bridge Inspection Standards
  • Conduct audits, enforce QA/QC, and drive continuous improvement
  • Approve project plans and ensure on-time, on-budget delivery
  • Negotiate contracts and manage contractor relationships
  • Mentor and develop engineering and inspection staff

📈 Strategic Growth

  • Establish and execute Florida growth strategy across transportation markets
  • Expand market share with FDOT districts and local agencies
  • Build long-term client relationships at leadership/executive levels
  • Align operations with company-wide business goals and vision

🔽 Required Qualifications (Senior Project Manager Level)

  • Bachelor’s degree in Civil Engineering or related field
  • 15+ years of progressive engineering/project leadership experience
  • 5+ years in operations and/or business development
  • Hands-on experience in bridge construction and bridge inspection (REQUIRED)
  • Strong experience with FDOT or Florida transportation agencies
  • Proven leadership in managing teams, budgets, and infrastructure programs
  • Excellent communication, client management, and strategic planning skills

🔽 Preferred Qualifications (Director Level)

  • Master’s degree (Engineering, MBA, or related)
  • Professional Engineer (P.E.) license in Florida
  • 20+ years in civil engineering / construction management
  • 10+ years leading operations and business development
  • Executive-level client relationship experience
  • Deep understanding of FDOT procurement and project delivery processes
  • Experience mentoring teams and building high-performance organizations
