The Team Leader and Construction Inspector is responsible for leading inspection teams, assisting in the successful completion of inspection and design projects, and monitoring highway, roadway, structure, and bridge construction and maintenance projects. This position will have experience in structural inspections, construction oversight, and project management who can bring creative problem-solving skills to ensure contractor compliance with project plans, specifications, and agency standards. This position requires the ability to manage projects, liaise with clients, property owners, utility companies, and government agencies, and direct teams of field inspectors. This position is a mix of office and fieldwork with some local travel, requiring the candidate to work in the DC/VA/MD market.

Responsibilities and Duties:

·         Performing on-site safety inspections of bridges and culverts.

·         Leading a team of inspectors in the field during inspections and providing technical supervision to field inspectors.

·         Scheduling and coordinating inspections, personnel, vendors, stakeholders, and maintenance of traffic.

·         Operating access equipment and other equipment to perform inspections.

·         Reviewing and updating bridge inspection reports, developing repair recommendations, and reviewing structural analysis data.

·         Inspecting all phases of civil construction—including excavations, drainage structures, traffic control devices, road surfaces, and structures—to ensure work matches engineering plans and contract specifications.

·         Reviewing the placement of and performing standard field tests on construction materials; assisting in obtaining designated highway material certifications through on-the-job and classroom training.

·         Verifying lines, grades, dimensions, and elevations using standard survey and field engineering equipment.

·         Enforcing the proper installation of erosion/siltation controls, work zone setups, and traffic control safety devices.

·         Managing project coordination with property owners, utility companies, and local/federal government representatives, especially on environmentally sensitive or high-traffic projects.

·         Observing, documenting, and communicating daily production rates and project milestones; immediately identifying and reporting non-compliant work or violations.

·         Recommending modifications to construction plans to adapt to changing field conditions or to achieve project cost savings.

·         Maintaining meticulous project records, including daily inspector diaries, workbooks, materials notebooks, and as-built plans.

·         Taking precise field measurements of pay items, tracking pay quantities, and assisting with or preparing monthly progress estimates.

·         Evaluating progress schedules, performing work order analyses, and aiding in the development of work orders or investigations into Notices of Intent.

Knowledge, Skills, and Minimum Requirements:

·         Bachelor’s degree or equivalent in Civil Engineering or related field.

·         7+ years of experience overall, including a minimum of 5+ years in bridge inspections with at least 1 year serving as a qualified NBIS Team Leader.

·         Completed 2-week NHI Course No. 130055, or the 5-day NHI Course No. 130056 and NHI Course No. 130078.

·         Strong knowledge of NBIS, VDOT Road and Bridge Specifications, Standards, Construction Manual, Inspector Manual, and the Manual on Uniform Traffic Control Devices (MUTCD).

·         Thorough understanding of complex construction plans, symbols, engineering terminology, and specifications.

·         Deep knowledge of state and federal guidelines and regulations concerning environmental protection, job site safety, and Equal Employment Opportunity (EEO).

·         Advanced writing, mathematical, and communication skills to independently determine major field adjustments, draft professional correspondence, and prepare project meeting agendas.

·         Ability to maintain detailed, legally defensible, and accurate project records (including daily diaries, materials notebooks, and as-built plans).

·         Competency in performing, reviewing, and documenting specialized materials testing in the field.

·         50% Local In-State Travel required.

·         Ability to pass a pre-employment drug screening to ensure a safe and productive work environment.

·         Valid driver’s license and a satisfactory motor vehicle report (MVR).

·         VDOT Certifications: Soil and Aggregate Compaction (NICET LEVEL II), Asphalt Field Level I & II, Hydraulic Cement Concrete Field (ACI Concrete Field Level I, WACEL Concrete I, or NICET LEVEL II), Pavement Marking, Slurry Surfacing, Surface Treatment, Flagger Certification, GRIT (Guardrail Certification).

·         Other Required Certifications: Certification for Erosion and Sediment Control Inspection (Virginia DEQ), Nuclear Gauge Safety Training, Stormwater Management (Inspector) Certification, Intermediate Work Zone Traffic Control (VDOT Approved), 10 Hour OSHA Safety Training.

·         Preferred Qualifications: NHI Fracture Critical Inspection Techniques, Inspection and Maintenance of Ancillary Highway Structures Courses, SPRAT-Certified Level I Technician (or willingness to attend training), OSHA 30, Aerial Lift Certified, and EIT or P.E. license.
