A large national consulting and infrastructure program-management firm is seeking a Vice President, Project Controls Manager to support major capital programs in the Los Angeles region. This is a hybrid role based primarily onsite with the client.
Key Responsibilities
- Lead the development, implementation, and improvement of program-wide project controls processes, procedures, and governance frameworks.
- Integrate cost, schedule, risk, and reporting functions to support program objectives and ensure consistency across all project elements.
- Serve as the main point of contact for project controls, working closely with client leadership, internal teams, and external stakeholders.
- Oversee enterprise-level dashboards to monitor program health, KPIs, risks, trends, and performance metrics.
- Manage cost controls, including budgeting, forecasting, variance analysis, and development of cost-optimization strategies.
- Partner with engineering, procurement, and construction teams to evaluate design and execution options and recommend value-driven solutions.
- Ensure accurate earned value management (EVM), schedule integration, and performance measurement across the program portfolio.
- Deliver clear and actionable reports and presentations on cost, schedule, and risk performance to senior leadership and client teams.
- Support meetings related to change control, risk, performance review, and strategic planning.
- Lead program-wide financial reporting, including roll-ups, cash flow analysis, and funding status.
- Monitor funding allocations and procurement plans to ensure alignment with approved budgets.
- Oversee change control processes, assessing cost and schedule impacts and guiding mitigation strategies.
- Validate program estimates, forecasts, trends, and estimates-to-complete to ensure alignment with program goals.
Qualifications
- Bachelor’s degree in Engineering, Construction Management, Project Management, or related field.
- 12+ years of project controls experience on large, complex capital programs (transit or rail experience preferred).
- Strong background in cost estimating, cost control, scheduling, and project controls best practices.
- Ability to interface with clients and contribute to business development activities.
- Excellent communication skills and ability to perform in a high-pressure environment.
