OVERALL OBJECTIVES/RESPONSIBILITIES
• Assists with the preconstruction and estimating process in creating and maintaining necessary policies, processes and procedures for the preconstruction services and estimating department.
• Manage and/or assist in the preconstruction and estimating process from inception through project handoffs to the Project Management Staff.
• Participates in the quantity take-off and bid processes.
• Recommends software and tools required for efficient, accurate estimation.
• Works closely with Project Managers to transition project.
• Works with the architect and owner during the preconstruction and estimating process.
• Works to create a project schedule with the Superintendent and Project Manager and is responsible for ensuring the project budget and schedules are met.
• Preconstruction Managers shall assist in making decisions that demonstrate full knowledge of the project and binding together the many diverse elements, which bring about a successful project.
• Prepare and assemble bids and proposals for different contract types (Lump Sum, Guaranteed Maximum Price [GMP], Cost Plus, etc.).
• Support constructability reviews through communication with the project team, designers, and subcontractor market.
• The Preconstruction Manager must have a strong, proven background in all facets of preconstruction and estimating. Excellent grasp of the management of multiple
responsibilities in a fast-paced environment, cost controls, estimating and collection abilities.
• Outstanding memory and retention capabilities. In addition, this position should be able to set priorities, evaluate schedule, eliminate project conflicts. Must be able to visualize the completed results, from customer instructions.
• This position requires a results-oriented person who can measure, initiate, and implement work by external parties that result in meeting the project schedule. The Preconstruction Manager must possess strong interpersonal skills and be able to work independently.
• The Preconstruction Manager should be familiar with the use of control software in Excel, Word, Buzz Bid and Microsoft Project among others.

ESSENTIAL FUNCTIONS
In addition to other duties as assigned by the employer, the responsibilities of the Preconstruction Manager are outlined in the procedures manual and will be updated as necessary.
RELATIONSHIPS
• The Preconstruction Manager reports to, and is accountable to the Director of
Estimating & Preconstruction. In addition, the Estimator also reports to, and is
accountable to, the owner or owner’s representative and/or the architect for the
project.
• The Preconstruction Manager may have Project Managers which report to him/her
while assisting with estimating projects and may have a Preconstruction Manager(s) who reports directly to him/her.
• The following vendors and/or service providers are accountable to the Preconstruction Manager:
o Subcontractors and their personnel
o Materials Vendors
o Consultants – Engineering, Testing, Scheduling, etc.
• The Preconstruction Manager maintains a close working relationship with Project
Managers, Project Administrators, and accounting.

MINIMUM SKILLS AND QUALIFICATIONS
• Focus and learn A.L. Huber’s core business strategies (Focus 15, Core Values, Processes, Procedures and Policies)
• Assist in developing Estimates and learning Estimating processes from Conceptual Estimating through Final Construction Documents / Bidding
• Learn and Utilize Estimating Software for Bid Solicitations (Building Connected), Quantity Survey (Buzz Bid), Bid Tabulations (Building Connected/Microsoft Excel), Developing Estimates (Microsoft Excel)
• Assist in developing Preliminary Project Schedules utilizing Microsoft Project
• Assist in developing Budget and Bid Clarifications utilizing Microsoft Word
• Attend and Assist in Budget / Bid Presentations to Clients
• Assist in “Buyout” of projects upon Final GMP Approvals
• Assist in writing and developing Bid Packages / Subcontractor Scopes of Work utilizing Microsoft Word and Building Connected
• Attend Prebid Meetings and Site Visits to better understand all facets of the construction process
• Learn utilization of ProCore for Project Management / Estimating
• Attend Networking Events to meet Clients, Architects, Engineers, Subcontractors, etc. to develop relationships in the local market
• Utilize opportunities for development, including outside education, workshops, etc.
• Assist in further developing Estimating Policies and Procedures, including Project Tracking, Historical Tracking, Further Bid Package / Scope Development, etc.
• Valid driver’s license
PHYSICAL DEMANDS/CONDITIONS REQUIREMENTS
• Ability to work additional hours as necessary to maintain project schedules.
• Ability to travel as necessary.
• Physical ability to review construction sites in all phases of construction.
• Physical ability to make presentations and participate in meetings both on the
construction site and in an office setting.
• Ability to lift and/or move up to 50 pounds, drive a vehicle and ability to sit in a
constricted space for several hours at a time.
• Ability to see, hear and speak. Specific abilities include close, distance, color,
peripheral and depth vision.
EDUCATION
• Bachelor’s degree from four-year college or university in Architecture,
Engineering, Construction Management/Administration, or a related field.
