Salary Range: $115,000 - $150,000 annually

Position Summary

The Regulatory and Permitting Compliance Specialist supports environmental compliance for a large transportation infrastructure project in active construction areas. This role is responsible for reviewing and preparing environmental compliance reports and documentation, evaluating environmental documents, permits, and regulatory approvals, and coordinating with cross-functional teams to help ensure compliance with project environmental requirements and commitments.

Working closely with a multidisciplinary environmental compliance team, this individual helps identify mitigation implementation responsibilities, monitor compliance obligations, and support corrective actions across the project.

Key Responsibilities

  • Support oversight and management of compliance with project environmental requirements and commitments.

  • Assist with construction-phase environmental compliance reporting.

  • Review contractor activities for compliance with federal, state, and local regulatory requirements, including:

    • Conducting inspections of active construction sites

    • Reviewing document submittals and project correspondence

    • Verifying that the EMMA database is being used correctly

    • Evaluating completed sites to confirm the accuracy of compliance reporting

    • Assessing and supporting the development of training programs and training records

  • Evaluate project activities and documentation for compliance with applicable federal and state environmental laws and regulations, including:

    • National Environmental Policy Act (NEPA)

    • California Environmental Quality Act (CEQA)

    • Clean Water Act

    • Federal and California Endangered Species Acts

    • California Fish and Game Code, including Section 1600

  • Work independently and collaboratively as part of a multidisciplinary compliance team to assess compliance and recommend actions needed to maintain or restore compliance.

  • Assist with the development of findings, recommendations, and corrective actions to address compliance deficiencies.

  • Provide technical assistance to support ongoing permit compliance and resolve noncompliance issues.

  • Coordinate the development of written procedures, compliance documentation, and reporting.

Minimum Qualifications

  • Bachelor’s degree in environmental science, engineering, biology, or a related field

  • 5–7 years of relevant professional experience

  • Experience implementing compliance programs and monitoring environmental compliance on large construction projects

  • Experience with construction compliance in the field

  • Familiarity with applicable state and federal environmental laws and regulations, including:

    • NEPA

    • CEQA

    • Sections 401 and 404 of the Clean Water Act

    • Section 7 of the federal Endangered Species Act

    • Section 2081 of the California Endangered Species Act

    • Section 1600 of the California Fish and Game Code

  • Ability to successfully manage multiple competing priorities

  • Experience working on large, complex environmental compliance programs

Preferred Qualifications

  • Experience with design-build contracting and construction processes

  • Experience with linear infrastructure projects

  • Strong technical reading, writing, and reporting skills

  • Graduate degree in biology, environmental science, civil engineering, environmental engineering, or a related scientific discipline
