Position Summary
The Civil Engineering Lead directs and manages the tasks associated with civil design criteria development, special technical studies, final design and construction support, preliminary engineering support, and procurement engineering support. This role coordinates with Structural, Seismic, and Tunneling leads to update design-related chapters for future procurements. The Civil Engineering Lead provides technical support to the Project Management team for management of final design and construction packages for the program.

Key Responsibilities
Direct and supervise Civil Design Criteria development

Direct and contribute to civil design criteria development for civil-related subjects such as drainage, grading, utilities, and related areas.

Provide support to planning, permitting, environmental, and right-of-way (ROW) investigations.

Coordinate with Authority engineers and technical chapter authors.

Manage and monitor progress and schedules for technical criteria chapter development.
Support and supervise special studies

Assess studies supporting design criteria development, third-party agreements, and other needs as required.

Assist in developing scope, delivery schedules, and cost estimates.

Monitor progress and schedules of study deliverables.
Manage and supervise the civil team supporting construction contract packages

Coordinate with the Project Management team and the Systems Assurance team to ensure required design/review procedures, V&V processes, and system interface requirements (per GP and project manuals) are followed.

Supervise due diligence reviews for civil technical contract submittals.

Assist in reviewing RFIs and Design Variance Requests (DVRs) and support preparation of responses.

Coordinate with technical teams to develop Directive Memos for issuance to the Project Management team and the Design-Builder.
Provide technical support to Regional Engineering Teams

Provide updates to design requirements and technical documents supporting preliminary designs for environmental clearance approvals.

Review preliminary design submittals.

Attend technical discussion meetings.
Minimum Qualifications
-
15+ years of practical civil engineering experience and a degree (or equivalent) in a relevant discipline.

California-registered Professional Engineer (PE).

Knowledge of utility relocation requirements and familiarity with the California State Contracting Manual, Caltrans Chapter 13 Utility Relocation Manual, relevant federal statutes, and California state statutes.

Ability to evaluate engineering solutions for major transportation projects from planning through preliminary/final design and construction phases.
Preferred Qualifications

Degree in engineering, construction management, or closely related curriculum.

Strong project and construction management background.

Proficiency with Microsoft Excel, Word, and Visio.

Familiarity with transportation projects and disciplines.

Strong engineering judgment in design and construction engineering on transportation projects.

Strong communication skills and ability to build effective working relationships with management, consultants, contractors, subcontractors, suppliers, and associations.
The salary range listed is an estimate and will be determined based on the selected candidate’s skills, qualifications, and experience. Compensation may stretch for exceptional candidates.
