Position Summary
We are seeking a Business Analyst, Enterprise Document Control Systems to support a Large Infrastructure Project based in Sacramento, CA.
In this role, you will lead the functional implementation of a new enterprise-wide Document Control System for a critical public program. You will bridge the gap between business needs and IT solutions by owning requirements gathering, process mapping, configuration support, testing, training, and user adoption.

Key Responsibilities
· Partner with project leadership, document control, engineering, and IT teams to understand business needs for an enterprise Document Control System.
· Lead requirements gathering, including workshops, interviews, and analysis of existing processes and tools.
· Document current-state (“as-is”) workflows and design future-state (“to-be”) processes for document control across the Large Infrastructure Project.
· Translate business requirements into functional specifications and user stories for configuration and development teams.
· Support configuration and integration of the Document Control System (e.g., with project management, scheduling, and reporting tools).
· Develop and maintain process maps, use cases, data dictionaries, and business rules.
· Plan and execute User Acceptance Testing (UAT), including test scripts, coordination with users, defect tracking, and sign-off.
· Create user guides, training materials, and quick-reference documentation.
· Deliver group and one-on-one training sessions to drive successful user adoption.
· Monitor system usage and feedback post go-live; recommend and prioritize enhancements and process improvements.
· Serve as a liaison between business stakeholders, technical teams, and vendors to ensure clear communication and timely issue resolution.
· Help establish governance, standards, and best practices for document control and information management on the program.
Required Qualifications
· Bachelor’s degree in Business, Information Systems, Engineering, Construction Management, or a related field; or equivalent experience.
· 3+ years of experience in a Business Analyst or similar role (Business Systems Analyst, Functional Analyst, etc.).
· Hands-on experience with document control or enterprise document management systems (e.g., Aconex, Unifier, SharePoint, Bentley ProjectWise, or similar).
· Demonstrated experience in requirements gathering, process mapping, and documentation.
· Experience supporting system implementations, including testing (UAT), training, and rollout.
· Strong analytical and problem-solving skills with the ability to translate business needs into practical system solutions.
· Excellent verbal and written communication skills, including comfort working with both technical and non-technical stakeholders.
· Ability to work on-site in Sacramento, CA and collaborate with a multi-disciplinary project team.
Preferred Qualifications
· Experience working on large capital or infrastructure projects (transportation, utilities, or public sector programs).
· Familiarity with Oracle Primavera tools (Unifier, P6, Primavera Cloud, Aconex) or other project controls / PMIS platforms.
· Background in project controls, construction management, or engineering environments.
· Experience with change management and user adoption strategies for new systems.
· Exposure to integration between EDMS and scheduling, cost, or reporting tools (e.g., Power BI).
Compensation & Benefits
Salary Range: $65,000 – $95,000 annually, depending on experience and qualifications.
