The Payroll Manager leads the company’s payroll function to ensure prompt and accurate payment of employees and compliance with all federal, state, and local tax reporting requirements.
This role supervises the Payroll Administrator and is accountable for optimizing payroll processes through effective use of the company’s payroll and ERP system (CMiC).
The Payroll Manager also coordinates certified payroll reporting when required and manages various insurance and workers’ compensation audits, ensuring accuracy and compliance across all payroll-related activities.
Key Responsibilities: Payroll Operations
Oversee and manage the end-to-end payroll process for all employees, ensuring accuracy and timeliness.
Ensure compliance with federal, state, and local tax regulations, including timely filing and payment of payroll taxes.
Manage multi-state payroll filings and ensure compliance with varying state regulations. Review and approve payroll runs, adjustments, and off-cycle payments.
Manage payment of employee expense reports and ensure proper approvals in accordance with the company’s Travel & Expense policies. Employee Onboarding
Coordinate onboarding of new employees to ensure accurate tax withholdings and payroll setup.
Verify employee information for compliance with federal and state requirements (e.g., W-4, state withholding forms).
Collaborate with HR to maintain accurate employee records in the payroll system. System Optimization (CMiC)
Serve as the subject matter expert for payroll functionality within the CMiC ERP system.
Identify and implement process improvements to enhance payroll efficiency and accuracy.
Train and support payroll staff on CMiC best practices and updates. Compliance & Reporting
Coordinate certified payroll reporting for applicable projects, ensuring adherence to prevailing wage requirements.
Prepare and submit payroll-related reports to internal stakeholders and external agencies as required. Maintain accurate payroll records and documentation for audits and compliance reviews. Audits & Insurance
Manage workers’ compensation audits and provide required payroll data to insurance carriers.
Support other insurance-related audits by compiling and verifying payroll information. Team Leadership
Supervise and mentor the Payroll Administrator, providing guidance and performance feedback.
Foster collaboration with HR, accounting, and project management teams to ensure smooth payroll operations. Required skills/abilities:
Extensive knowledge of the payroll function from preparation, balancing, internal controls, and payroll taxes.
Demonstrated excellent management and supervisory skills.
Excellent analytical and organizational skills.
Proven knowledge of payroll laws.
Proficient in Microsoft Office Suite and payroll processing software.
Bachelor’s degree in Accounting, Finance, HR, or related field preferred.
Minimum 5+ years of payroll experience, with at least 2 years in a supervisory role.
Strong knowledge of payroll regulations, tax compliance, and certified payroll requirements.
Experience with multi-state payroll filings and compliance is required.
Experience with CMiC ERP system or similar construction industry software strongly preferred.
