Job Summary  

The Emergency Management Specialist supports preparedness, response, recovery, and mitigation activities for emergency and disaster operations. This role assists in planning, coordination, implementation, and documentation of emergency management programs in accordance with federal, state, and local requirements. The position serves as a part-time, deployable member of an Incident Management Team (IMT) and requires the ability to work effectively in structured incident environments under time-sensitive and high-pressure conditions.

This pay band reflects Chloeta’s good faith estimate of the range it expects to offer; Chloeta reserves the right to alter this range if business circumstances change. 

  • $33.05 to $69.24 per hour  

  • FLSA Non-Exempt 

 

Duties/Responsibilities: 

  • Support emergency preparedness, response, recovery, and mitigation activities.  

  • Assist in the development, implementation, and maintenance of emergency plans and procedures. 

  • Maintain, transport, and set up incident-related equipment, supplies, and documentation (e.g., go-kits, laptops, radios, briefing materials, or training supplies) in support of EOC, IMT, field, or exercise operations. 

  • Support incident management operations using established frameworks (e.g., NIMS/ICS).  

  • Participate in Emergency Operations Center (EOC) activities, IMT briefings, and coordination efforts.  

  • Monitor program activities to ensure compliance with applicable laws, regulations, and contract requirements.  

  • Prepare reports, situation summaries, and support documentation.  

  • Support training, exercises, and after-action activities.  

  • Support the development and/or delivery of emergency management–related training, briefings, or instructional sessions, as assigned.  

  • Collect, analyze, and maintainaccurate operational, financial, and compliance documentation.  

  • Coordinate with federal, state, local, tribal, and territorial partners as required.  

  • Serve as a deployable, part-time member of an Incident Management Team (IMT).  

  • Deploy on short notice and support incident operations for the duration of the assignment.  

  • Perform field-based work when assigned, or fixed-post duties depending on incident needs.

Required Skills/Abilities  

  • Knowledge of emergency management principles and practices.  

  • Understanding of the National Incident Management System (NIMS) and Incident Command System (ICS).  

  • Strong written and verbal communication skills. 

  • Ability to analyze information and maintainaccurate documentation.  

  • Ability to prioritize tasks and meet deadlines.  

  • Ability to work independently and as part of a multidisciplinary IMT.  

 

Education and Experience:  

  • Required: Bachelor’s degree in Emergency Management, Public Administration, Public Safety, or a related field 

  • Required: Ability to deploy on short notice and work extended hours during emergency activations.  

  • Preferred: Prior experience in an Emergency Operations Center (EOC) or IMT environment.  

 

Physical Requirements  

  • Ability to work in office, remote, Emergency Operations Center (EOC), and disaster-affected environments.  

  • Ability to work in fast-paced, high-pressure environments.  

  • This position may be assigned to fixed post or field operations, depending on incident needs and assignment.  

  • Must be able to push, lift, carry and/or pull up to 15lbs unassisted.  

  • Field assignments may require walking over uneven terrain, standing for extended periods, and working outdoors in varying weather conditions.  

  • This role routinely uses standard office equipment such as computers and phones.  

 

Pre-employment Requirements:   

Due to the nature of Chloeta’s services, this position is contingent upon completing with a satisfactory outcome some or all of the following pre-employment background screenings: government security clearance, federal and state criminal background checks, drug test (urinalysis), Motor Vehicle Record (MVR) review, educational history, employment history, and/or credit check. In accordance with the Fair Credit Reporting Act (FCRA), pre-employment background screenings will require the employee’s written authorization and will occur after acceptance of an offer of employment and prior to commencing work.  Additionally, employees are required to complete the federal I-9/E-Verify process.
