Job Summary
Chloeta is seeking a GIS Analyst III to serve as a senior technical specialist responsible for advanced parcel fabric administration, cadastral data analysis, enterprise geodatabase optimization, and quality oversight for land-records workflows. This role defines technical approaches, resolves escalated issues, develops standards, and mentors Analyst IIs.
The Analyst III works with technical leads, program managers, and federal stakeholders to ensure consistent, authoritative, and validated cadastral datasets across enterprise GIS environments. This position is designated as a Key Personnel.

Travel: Up to 10%, contingent on business needs.
Duties/Responsibilities
May serve as non-supervisory site lead coordinating information between the client and the Project Management Office (PMO)
1. Advanced Parcel Fabric Administration
Lead configuration, optimization, and maintenance of the Enterprise Parcel Fabric.
Implement governance rules, lineage tracking, and versioning.
Resolve complex cadastral issues (misalignments, multi-parcel conflicts, historic data integration).
Develop and maintain Parcel Fabric standards and best practices.
2. Senior Cadastral & Legal Description Analysis
Interpret and reconcile conflicting land descriptions from multiple sources.
Integrate plats, surveys, ROWs, leases, and encumbrances into unified parcel structures.
Lead reconstruction of incomplete or inconsistent legacy cadastral records.
3. Technical Oversight & QA Leadership
Establish and enforce QA/QC standards for cadastral datasets.
Conduct senior validation focusing on systemic issues and data integrity.
Develop automated QC tools and documentation.
Review and approve GIS Analyst II work before stakeholder submission.
4. Enterprise Geodatabase & Workflow Optimization
Optimize schemas, indexing, relationship classes, and performance.
Identify integration gaps and recommend enterprise improvements.
Maintain SOPs for migration, versioning, and update workflows.
5. Project Guidance & Stakeholder Coordination
Serve as primary technical advisor for parcel and land-records workflows.
Lead working sessions to define requirements and resolve escalations.
Support planning for timelines, risk, and resource needs.
Ensure consistency in land-records interpretation across regions.
6. Advanced Analytics, Reporting & Automation
Develop advanced analytical methods for cadastral reconciliation and lineage auditing.
Oversee creation of complex dashboards and reporting tools.
Design or supervise automation scripts (Python/ArcPy) to streamline workflows.
7. Metadata & Standards Development
Lead metadata standards for enterprise cadastral datasets.
Produce technical documentation, guidelines, and data stewardship protocols.
Ensure compliance with federal geospatial metadata standards.
Required Skills/Abilities
Deep knowledge of ESRI Parcel Fabric design, configuration, optimization, and troubleshooting.
Expertise interpreting complex legal land descriptions, historical surveys, plats, and multi-part cadastral documents.
Extensive experience designing and managing enterprise geodatabases in cloud or hybrid environments.
Strong understanding of cadastral data models, spatial accuracy standards, and lineage requirements.
Ability to assess system-wide impacts of schema changes, data migration, and fabric adjustments.
Ability to lead QA/QC efforts and establish program-wide data quality frameworks.
Ability to mentor mid-level analysts and provide structured feedback.
Ability to communicate complex geospatial concepts clearly to both technical and non-technical audiences.
ArcGIS Pro, ArcGIS Enterprise, Parcel Fabric (Advanced)
ArcGIS Online
SQL, geodatabase administration
Python / ArcPy automation (strongly preferred)
Workflow tools (e.g., Smartsheet or equivalent)
Education and Experience
Required: Bachelor’s degree in GIS, Geomatics, Surveying, Geography, or related field.
Required: At least Five (5) to Eight (8) years of GIS experience with cadastral or parcel management.
Preferred: At Least Three (3) years of experience in ESRI Parcel Fabric at an advanced or administrative level.
Preferred: Master’s degree in GIS/Geography or related field
Preferred: Experience designing or maintaining enterprise GIS systems in a federal environment is highly desirable.
