Job Summary 

The Contract and Vendor Support Specialist supports incident management operations by coordinating contracts, managing vendor relationships, and ensuring timely procurement of goods and services during response and recovery efforts. This role is critical to maintaining operational continuity by ensuring that all vendor engagements are compliant, cost-effective, and aligned with incident objectives. 

 

Supervisory Responsibilities: No 

Job Classification: 1099 Independent Contractor  

Duty Station:Hillsborough County, FL  

Travel: Up to 10% 

 

Duties/Responsibilities 

  • Coordinate the procurement of goods and services in support of incident operations 

  • Assist in drafting, reviewing, and processing contracts, task orders, and agreements 

  • Serve as a liaison between vendors, contractors, and incident management staff 

  • Track vendor performance, deliverables, and compliance with contract terms 

  • Maintain accurate documentation of contracts, invoices, and procurement activities 

  • Ensure compliance with organizational policies, local/state/federal regulations, and funding requirements (e.g., FEMA guidelines, if applicable) 

  • Support cost tracking, invoicing, and reconciliation processes 

  • Monitor and report on contract status, expenditures, and vendor utilization 

  • Assist with onboarding vendors and verifying required documentation (licenses, insurance, certifications) 

  • Resolve vendor issues and escalate concerns as needed 

  • Support logistics and operations teams to ensure timely delivery of resources 

 

Required Skills/Abilities 

  • Familiarity with contract administration and procurement processes 

  • Excellent communication and interpersonal skills 

  • Knowledge of FEMA Public Assistance (PA) requirements or other federal funding guidelines 

  • Familiarity with emergency procurement procedures 

  • Attention to detail and high level of accuracy 

  • Ability to multitask and problem-solve in a fast-paced environment 

 

Education and Experience 

  • Required: Bachelor’s degree in business administration, logistics, procurement, or related field (or equivalent experience) 

  • Required: Minimum 3 years of experience in emergency Contract Management  

  • RequiredValid Florida Certified Contract Manager certification/license (FCCM)  

  • Required: ICS and NIMS compliant training (e.g. ICS: 100, 200, 300, 400, 700, 800)
  • Preferred: Experience in emergency management, disaster response, or large-scale logistics operations 

 

Physical Requirements 

  • Prolonged periods of sitting at a desk and working on a computer 

  • Prolonged periods of standing, walking, bending, and reaching 

  • This role routinely uses standard office equipment such as computers, phones, etc. 

  • Ability to work flexible hours, including evenings or weekends, as needed 

  • May require light lifting of office or operational materials (up to 25 lbs)
