Job Summary 

Chloeta is seeking a professional Response Manager (RM) to oversee and coordinate rapid response efforts related to water emergencies. This role requires a proactive leader to oversee emergency water services, manage response teams, and ensure timely and effective resolution of water-related incidents

Duty Station: Remote, Virtual Nationwide  

Travel:  Yes, site visits are required on a project by project basis   

 

Duties/Responsibilities

  • Serves as Point of Contact for the Water Emergency Team Lead and is responsible for the management and execution of all response actions
  • Responsible for the implementation of Statement of Work and executes services under the technical direction of the Water Emergency Team Lead
  • Meets with the Water Emergency Team Lead, as requested, upon issuance of a task order to plan and coordinate the response action
  • Conducts initial on-scene surveys and/or develops project work plans and schedules, per direction of the Water Emergency Team Lead
  • Ensures contractor personnel operate equipment properly, provides materials and conducts the required response as presented in the task order and in the approved site work plan
  • Maintains communication and coordination with Water Emergency Team Lead, including reporting problems encountered in performing task orders
  • Responsible for providing a detailed accounting of all costs incurred at a site, per direction of the Water Emergency Team Lead
  • Implements a comprehensive site specific Health and Safety Plans (HASP), modifies the HASP when site conditions warrant and insures the elements of the HASP are properly carried out
  • Serves as site safety officer to prepare site specific Health and Safety Plans (HASP)modify the HASP when site conditions warrant and insures the elements of the HASP are properly carried out 
  • Develops, implements, and manages a Project-specific Supplement to the Programmatic Quality Assurance Project Plan when any environmental monitoring, sampling or measurement is specified 
  • Ensures environmental samples are collected and dispatched to laboratories for analysis
  • Prepares written technical reports 
  • Conducts health and safety audits of site activities, per direction by the Water Emergency Team Lead, holds safety meetings with site workers, prepares and conducts health and safety training classes
  • Oversees the training of Site Safety Officers to ensure anyone performing the function of a Site Safety Officer has the appropriate knowledge, training, and authority to maintain required safety standards
  • Reviews routine safety audits, reports and Job Hazard Analysis and works with Site Safety Officers to remedy identified problems 
  • Conducts accident investigations and provides the results of all site incidents

  • Ability to analyze data and prepare comprehensive incident reports 

 

Education and Experience 

  • Required: Bachelor’s degree in Environmental Science, Civil Engineering, Emergency Management, or a related field
  • Required: Minimum of Eight (8) to Twelve (12) of experience in emergency response management, incident response or similar, preferably related to water services or utilities.
  • Required (upon hired): ICS 400 Level (and all prerequisites), FEMA IS-700 NIMS, an Introduction; FEMA IS-800 NRF, Introduction; 24 HRS Health & Safety Training

 

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer
  • This role routinely uses standard office equipment such as computers, phones, etc.
  • Travel on-site for project needs
