Job Summary
Chloeta is seeking a GIS Analyst II to provides technical geospatial support for land records, parcel management, data validation, and enterprise geodatabase administration. The role supports a federal program requiring accurate mapping of land descriptions, migration of legacy cadastral datasets into an enterprise Parcel Fabric environment, and development of analytical and reporting tools to track workflow progress.
Work includes collaborating with government GIS specialists, analysts, scientists, and other stakeholders; responding to project requests; and performing GIS tasks using ESRI technologies and other enterprise systems.

Duties/Responsibilities
Parcel Mapping & Land Description Interpretation
Convert legal land descriptions into accurate geospatial features for parcels, tracts, rights-of-way, leases, and encumbrances.
Interpret PLSS, aliquot parts, metes-and-bounds, and other cadastral formats.
Validate boundaries and ensure consistency with authoritative land records.
Parcel Fabric Administration & Data Migration
Migrate existing land area, parcel, and ownership datasets into an ESRI Enterprise Parcel Fabric.
Maintain parcel lineage, topology rules, record-driven editing workflows, and versioning.
Conduct QA/QC checks and correct schema issues, data gaps, and topology errors.
Geospatial Data Quality Assurance & Validation
Apply structured QA/QC procedures for cadastral and enterprise geospatial data.
Identify missing or incompatible data, propose corrective actions, and support workflow validation for land-related processes.
Document data anomalies and ensure compliance with federal geospatial standards.
Analytical GIS Techniques
Perform geospatial analyses to resolve procedural and factual issues in land data.
Assess data needs, determine compatibility across platforms, and locate missing or incomplete information.
Support recurring analytical requests from program staff.
Dashboards, Dynamic Views & Reporting
Develop dashboards, dynamic GIS views, and workflow monitoring tools to communicate data quality, project progress, and operational status.
Integrate GIS data with enterprise task-tracking systems (e.g., Smartsheet, similar platforms).
Interdisciplinary Collaboration
Participate in meetings and working groups with technical staff, analysts, and other subject-matter experts.
Coordinate with regional and national stakeholders to support mapping workflows, data reviews, and land record validation activities.
Provide documentation and contribute to SOPs for geospatial processes.
Metadata & Documentation
Create and maintain metadata consistently.
Maintain documentation for parcel datasets, enterprise geodatabases, and analytical workflows.
Required Skills/Abilities
Technical Expertise
Strong understanding of land descriptions, cadastral mapping, ROWs, easements, leases, and parcel encumbrances.
Proficiency with ESRI Parcel Fabric (Enterprise) including record-driven editing, parcel types, topology rules, and fabric QA/QC.
Experience migrating parcel datasets into parcel fabric environments.
Proficiency in ArcGIS Pro, ArcGIS Enterprise, geodatabases, and geoprocessing tools.
Familiarity with enterprise GIS deployments, cloud environments, and data governance workflows.
Education and Experience
Required: Bachelor’s degree in GIS, Geography, Surveying, or related field
Required: At least Two (2) to Four (4) years of GIS experience
Preferred: 2+ years with ESRI Parcel Fabric
Physical Requirements
Prolonged periods of sitting at a desk and working on a computer
This role routinely uses standard office equipment such as computers, phones, etc.
