Position Title: Division Manager – Asphalt Paving

 

General Description 

The Division Manager oversees the comprehensive planning, leadership, and successful execution of assigned projects or business units, reporting directly to the Vice-President with specific delegated authority.

 

Key Responsibilities

- Lead safety, planning, and execution of projects or business units to meet sales, revenue, profit, and overhead cost objectives. 

- Collaborate with the Vice-President and local management to set short- and long-term goals for sales, profit, and company objectives. 

- Analyze activities, costs, operations, and forecasts to track progress toward goals. 

- Consult with management to review achievements and adjust goals based on market and operational conditions. 

- Ensure operations align with company and project policies. 

- Adapt processes to address key market and process challenges. 

- Contribute to the preparation and negotiation of owner contracts, ensuring compliance with all terms. 

- Review and organize operational schedules and staffing for efficiency. 

- Coordinate with Equipment Managers to monitor equipment fleets, maintenance, and repair planning. 

- Analyze contract clauses for assigned projects. 

- Negotiate supplies and subcontracts, and validate payables. 

- Ensure accuracy of administrative and financial data from projects. 

- Oversee client billing, monitor aging balances, address doubtful accounts, and secure payments. 

- Facilitate final job acceptance, including punch lists.

Education and Experience

- Bachelor’s Degree in Civil Engineering, Construction Management, or equivalent professional experience. 

- Minimum of 10 years in heavy highway/civil construction management. 

- Preference for experience in DOT projects, particularly roads, highways, interstates, and bridges. 

- In-depth knowledge of civil construction site operations and highway construction projects. 

- Proven ability to work under pressure and meet deadlines. 

- Expertise in budgeting, cost control, scheduling, estimating, and project operations. 

- Strong communication skills across all employee levels. 

- Proficient in Microsoft Excel, Primavera, SAP, and other relevant software.
