Job Posting – Director of Pre-Construction

 

POSITION SUMMARY

The Director of Pre-Construction is a key leadership role responsible for overseeing all estimating, sales, project acquisition, and pre-construction preparation activities. This role ensures the delivery of accurate, timely, and high-quality bids, proposals, follow-up, and customer relations. Additionally, this role will oversee the effective transition of project data to the operations team. This role will lead a high-performing team of 15–20 professionals and sit on the company’s leadership team, which reporting directly to the COO.

OBJECTIVES

        Accountable for all action of the Pre-Construction Department. This includes, but is not limited to: estimating, sales, customer relations, data tracking and reporting, etc.

        Oversee accurate, timely, and competitive cost estimating across dirtwork, wet utilities, concrete flatwork, etc.

        Ensure high-quality cut/fill models are prepared for use by field operations.

        Implement preconstruction systems and continuous improvement processes.

        Optimize internal handoff between estimating, project management, and field operations.

        Maintain various performance metrics and report them daily.

        Lead and mentor a team of 15-20 employees across all facets of pre-construction activities.

        Participate in decision-making and contribute to RL’s long-term strategy.

        Champion training, development, and recruitment within the department.

        Identify new project and client opportunities aligned with RL growth targets.

 

COMPETENCIES

        Strong leadership and team management across multiple functions.

        Deep expertise in civil, earthwork, and underground utility, and concrete estimating.

        Proficiency with the B2W estimating software.

        Sales acumen and ability to build strong client relationships.

        Strategic thinking and decision-making at the executive level.

        High attention to detail and analytical capability.

        Excellent written and verbal communication skills.

 

EDUCATION & EXPERIENCE

        15+ years of experience in heavy civil, dirtwork, underground utility, and concrete estimating.

        5+ years in a senior leadership role within a pre-construction or estimating department.

        Bachelor’s degree in construction management, Civil Engineering, or related field preferred.

        Experience managing multi-disciplinary teams.

        Proven record of successful project acquisition and team leadership.

 

PHYSICAL REQUIREMENTS

        Ability to sit, stand, or walk for extended periods.

        Occasional travel to job sites and client meetings.

        Ability to work in an office environment with standard computer equipment.
