As a large integrated nonprofit Health System with significant provider assets and a statewide payer “footprint”; (Provider and Payer) is committed to working in concert with the public and private sectors to improve access, enhance affordability and drive improvements in terms of quality, treatment, early intervention and education of needed behavioral health services for our members and those we serve, especially those within the Medicaid program. Reporting to the Chief Medical Officer (CMO) of -- Plans with dotted alignment to the Executive Vice President and Chief Physician Executive for  this leadership position will play a prominent role in addressing the Behavioral Health crisis in Virginia, North Carolina and Florida where the challenges are many and complex.

This individual will be tasked with leading an enterprise-wide effort to define and implement a comprehensive approach to Behavioral Health. Partnering with community resources, coordinating with state Community Service Boards, and investigating public/private partnerships, this person will oversee Behavioral Health provider relationships, and work directly with operational leadership at all sites of care; virtual, professional office, Intensive Outpatient Program (IOP), Partial Hospitalization Program (PHP) and residential. The VP, Enterprise Behavioral Health will lead the development of new and innovative care models encompassing all Behavioral Health conditions, for all age groups, and will include alignment and integration with Primary Care, and other areas of physical health. He/she will approach these solutions both where  has provider assets and where we do not, engaging partnerships where needed and building de novo programs where appropriate. These solutions will be targeted to support  Plan members, those that use  services, and those most vulnerable in our communities. This leader will define the strategy and work closely with key executive leaders across the entire  Health enterprise to obtain buy-in, support and commitment to create a Behavioral Health Center of Excellence.This leader will not only define the strategy and obtain enterprise support, but they will also be tasked with implementation and execution of the strategy. This includes building the requisite team to support these statewide commitments and the ability to adjust and revise the plan as needs and market conditions change and evolve. The VP will have both direct and indirect oversight of Behavioral Health clinical operations, working closely with leaders within Medical Group, Ambulatory Divisions and Hospitals.

 

The VP will be a key leader with oversight of the  Health Plan Behavioral Health Team, supporting more than 1 million members across Commercial, Medicare Advantage and Medicaid products in Virginia and Florida.  Health Plans has strategic partnerships with Behavioral Health providers in areas where does not have a footprint and this leader will be responsible for the management of those partnerships and have accountability for fostering innovation, creating a shared vision and developing new care models with our partners to continually improve care for Health Plan members in all geographies. This leader will work closely with the  Health Plan business development team as the plan explores opportunities for growth where Behavioral Health is a critical component.

 

The VP will be partnering with the VP, Value-based Care in the creation and evaluation of novel payment models and risk-based agreements in the Behavioral Health space.

 

This leader must have a deep understanding of Behavioral Health related data, leveraging it strategically to refine programs, pinpoint opportunities and demonstrate outcomes.

 

Key Responsibilities:
  • Develop a strategic assessment and implementation plan for behavioral and mental health that further builds capabilities in clinical care delivery, clinical outcomes, and prevention, and provides effective outreach to all geographies through community and provider partnerships.
  • This is a new role that will need to build an operational model, including identifying resources that exist presently within the organization and possible new position needs for review and approval of executive leadership.
  • In the community, the Vice President will partner with state and local government agencies and community behavioral and mental health organizations to expand the continuum of care across the Commonwealth of Virginia, the State of North Carolina and the State of Florida.
  • Identify and lead opportunities for community partnership and engagement and serve as the behavioral and mental health liaison to the community to advance the strategy and garner community and philanthropic support.
  • Partner with state leaders, community providers and organizations to understand areas of need and opportunity and implement plans to address gaps.
  • Will serve as a key advisor, coach and teacher for our team on best practices in innovation and continuous improvement to accelerate learning and results for the system.
  • Collaborate with Primary Care, Psychiatry, Psychology, Nursing, Social Work Services and other related disciplines to identify opportunities to coordinate clinical care, research, educational activities that will position  as a leader in the field.
  • Assesses Behavioral Health clinical programs impacting cost, quality and member experience across Health and makes recommendations for improvement.
  • Provides leadership to assemble/maintain a highly functioning organization; including attracting and retaining high performing talent, implementing an efficient operating model and ability to function in a highly matrixed environment.
  • Serves as an executive liaison between , Health Plans and strategic provider partners as well as joint venture partners.
  • Maintain an awareness of national trends in Behavioral Health, new technologies, treatments or care models and lead innovation within.
  • Identifies opportunities with favorable return on investment, cost improvement, staff outreach efficiency and/or improved member experience and clinical outcomes. Evaluates cost benefit analyses for organizational resource allocation. Drives optimized data collection and acquisition efforts, including collaborations with provider partners in cooperation with the Network and Value-Based Care teams.

 

Qualifications and Attributes:
  • A minimum of 10 years of progressive health plan and/or health system Behavioral Health leadership experience required, with a focus on Medicaid lives.
  • Master’s Degree, MD or PhD or other advanced degree in behavioral sciences, nursing, social work, administration, business, or healthcare-related discipline required.
  • Understanding of the Behavioral Health component of Medicaid and a history of working within a Medicaid Managed Care environment.
  • Understanding of Behavioral Health treatment modalities, IP and Ambulatory
  • Highly credible Behavioral Health leader, with experience for driving Behavioral Health interdisciplinary care team success, design and effective scaling of Behavioral Health clinical programs.
  • Strategic thinker capable of building a program with statewide and regional impact.
  • Requires an in-depth understanding of how organizational capabilities interrelate across segments and/or enterprise-wide
  • This is a highly collaborative and strategic role requiring substantial experience leading high-performing teams and requires extensive technical knowledge of community Behavioral and Mental Health needs.
  • Proactive in identifying opportunities to capture value and accelerate implementation with proven ability to understand how to best deploy resources to positively impact outcomes and results.
