JOB DESCRIPTIONWe are looking for a talented, enthusiastic, and organized Procurement Manager at our Boulder, Colorado headquarters. As the leader of our Procurement team, you and your team will represent the interests of our company and its project teams and work on a variety of R&D and Production contracts. Our several-dozen R&D efforts have varied and dynamic procurement needs. Production contracts range in size from quick-response projects with small delivery quantities to large production orders with thousands to tens of thousands of units. This role stands at the intersection of our engineering, leadership, and the supply base. The role requires that you bring many skills to bear to ensure technical excellence, financial responsibility, and customer satisfaction.

 

Essential Functions

This role has multiple functions including direct support on programs, managing relationships with a broad vendor base, and serving as the department head for Procurement.

 

Department Leadership

  • Develop and execute procurement strategies aligned with company goals.
  • Recruit, train, and manage a team of approximately 3-5 strategic buyers and planners.
  • Oversee and improve procurement operations, enhancing personnel skills and capabilities.
  • Ensure compliance with US Government regulations, including AS9100/ISO9001, UCC, FAR, DFAR, and TINA statutes.
  • Manage departmental priorities, workload, and process improvements.
  • Approve significant purchase orders to ensure adherence to policies, regulations, and contractual requirements.
  • Conduct performance evaluations, manage salary reviews, and plan for succession.

Vendor Management

  • Develop and maintain vendor relationships, ensuring quality, pricing, and delivery standards are met.
  • Collaborate with Accounting, Receiving, and Project Management for seamless material flow.
  • Evaluate supplier performance through metrics like on-time delivery, service quality, and cost.
  • Support vendor visits and evaluations, which may require occasional travel.
  • Compose and share procurement forecasts for key vendors.
  • Identify and develop alternate sources to ensure supply continuity.

Procurement Operations

  • Support project planning by developing procurement strategies.
  • Prepare, issue, and manage purchase requisitions, ensuring alignment with production needs.
  • Facilitate communication among production, engineering, quality, suppliers, and customers.
  • Maintain accurate inventory records and advise project teams on purchasing decisions.
  • Support proposals with cost justifications and negotiate pricing and contract terms.
  • Drive quarterly product price reviews and updates.

 

Supervisory Responsibility

This position has direct supervisory responsibilities

 

Travel

Minimal travel (<10%) is expected for this position

Qualifications

Required Education and Experience

  • U.S. Citizenship required (due to U.S. Government contract regulations).
  • Bachelor’s degree in Business Management, Accounting, Finance, or Supply Chain Management.
  • 10+ years of related experience, preferably in Department of Defense manufacturing and/or electronics manufacturing programs.
  • Strong knowledge of procurement processes in government contracts, including accounting principles, negotiation techniques, and industrial management practices.
  • Proficiency in MS Office (especially Excel) and ERP/MRP systems including implementation.
  • Excellent written and verbal communication skills.
  • Proven ability to manage technical, cost, and schedule risks/opportunities.
  • Strong organizational, analytical, and problem-solving skills
