Deputy Program Manager (DPM)

Overview

We are seeking a motivated and experienced Deputy Program Manager (DPM) to support a large-scale infrastructure program based in Alexandria, VA. As the principal back-up to the Program Manager, the DPM will play a key role in ensuring the successful execution of the program while providing leadership across technical, operational, and administrative functions.

This position requires a proven leader with experience managing complex IT infrastructure and service delivery programs. The ideal candidate will demonstrate strong organizational, communication, and problem-solving skills and will thrive in a fast-paced, mission-focused environment.

Key Responsibilities

The Deputy Program Manager will:

  • Serve as the primary back-up to the Program Manager (PM) in all aspects of program leadership

  • Develop, manage, and report on the Program Management Plan (PMP) to ensure alignment with scope, schedule, cost, and performance objectives

  • Provide oversight and guidance to all contractor personnel assigned to the program

  • Support both technical execution and business operations, ensuring consistent delivery of quality and efficiency across services

  • Ensure service delivery aligns with key frameworks such as ITIL, DESMF, and TBM to maintain interoperability and high performance

  • Collaborate closely with stakeholders to resolve issues, manage change, and drive continuous service improvement

  • Contribute to program briefings, performance reports, and presentations for government leadership

Required Skills & Experience

  • Active Secret clearance required (Top Secret/SCI may be required)

  • Minimum 7 years of program or project management experience, including 3+ years managing federal IT infrastructure or cloud programs

  • Proven experience managing or supporting federal infrastructure programs and DoD or DHS/USCG systems

  • Strong knowledge of IT infrastructure services (networks, servers, storage, cloud, virtualization, cybersecurity, and help desk operations)

  • Expertise with IT service management and enterprise frameworks, including ITIL, DESMF, and TBM

  • Experience with government contract management processes, performance metrics, and multi-labor category programs

  • Strong leadership, communication, and stakeholder management abilities

  • Demonstrated success in resolving complex challenges and driving team performance in fast-paced environments

Education & Certifications

Required:

  • Bachelor’s degree in Information Technology, Engineering, Business, or a related field

  • CompTIA Security+ or equivalent DoD 8570/8140 certification

  • Project Management Professional (PMP) certification

  • ITIL 4.0 certification

  • Technology Business Management (TBM) certification

Preferred:

  • Master’s degree in a relevant field

  • Prior experience supporting the U.S. Coast Guard or Department of Homeland Security (DHS)
