Job Responsibilities: 
  • Responsible for supporting the refinery’s environmental compliance with corporate policies and federal, state, and local laws and regulations. 
  • Work closely with operations, maintenance, inspection, other engineering disciplines, and contractors to ensure that environmental requirements are clearly understood and conveyed throughout the organization.
  • Oversees and provides general coordination for the refinery to ensure compliance with the Title V permitting program and relevant Federal, State and District air regulations.
  • Support local Bay Area Air Quality Management District (BAAQMD), California Air Resources Board, and Federal EPA Air compliance.
  • Monitors refinery operations related to assigned environmental program, develops indicators of performance, identifies trends, and supports the refinery in meeting environmental objectives and goals.
  • Prepares and submits compliance reports to local, state, and federal agencies which includes technical components and written communication, including Title V reporting.
  • Evaluates priority and urgency of tasks/projects related to environmental compliance to manage workload and to provide guidance to internal personnel on when deliverables are needed.
  • Supports/backfills other environmental media functions in air, water, and waste
  • Note:  Air programs may include RMACT I, RMACT II, BWON, CEMS, NSPS Ja, NESHAP BB, RICE MACT, Boiler/Process Heater MACT, Tanks, LDAR, and Release Reporting.
  • Lead and participate in agency inspections, compliance/enforcement action, and internal audits
  • Develop and deliver training to MRC personnel and contractors on permit, regulatory, and corporate requirements
  • Support/backfill other environmental media functions in air, water, and waste
 
Minimum Qualifications: 
• B.S. in Chemical or Environmental Engineering
• 2-5 Years of experience with compliance (e.g., environmental, safety) in a regulated industrial setting
• Participate in the refinery on-call environmental duty rotation and respond to refinery during environmental incidents.
