Position Summary

ATHENA HR Talent is seeking an Payroll & HR Operations Manager with a strong foundation in payroll operations complemented by experience in human resources. This role is ideal for someone who has spent 3-5 years specializing in payroll before transitioning into broader HR responsibilities.

As the HR Operations Manager, you will oversee daily HR operations, including managing HRIS systems, supporting HR and payroll compliance, and serving as a key resource for department managers. You’ll play a critical role in ensuring seamless data management for payroll, benefits, and talent acquisition processes while providing guidance to HR team members.

This position requires someone fluent in English and Korean to effectively communicate with diverse teams and ensure compliance across multi-jurisdictional labor laws.

 

Key Responsibilities

  • Lead and oversee payroll operations, ensuring accurate and timely processing while maintaining compliance with federal, state, and local regulations.
  • Act as the subject matter expert for payroll systems (e.g., ADP), addressing complex payroll inquiries, troubleshooting issues, and ensuring seamless integration with HRIS systems.
  • Manage the implementation and enhancement of HRIS systems, ensuring alignment with payroll needs and organizational objectives.
  • Oversee payroll data management, including earnings, deductions, taxes, and reporting, while ensuring accuracy and compliance.
  • Support HR functions such as onboarding, benefits administration, and employee data management, with a focus on integrating payroll processes.
  • Provide guidance and support to department managers in handling payroll-related matters, including compliance, compensation adjustments, and reporting.
  • Ensure compliance with labor laws and regulations related to payroll, benefits, and HR operations across multiple states.
  • Collaborate with the HR team to address employee concerns related to payroll, benefits, and time management, ensuring a high level of employee satisfaction.
  • Analyze payroll and HR data to identify trends, improve processes, and provide actionable insights to leadership.
  • Direct and mentor a small team (2-4 employees) involved in payroll and HR operations, ensuring operational objectives are met efficiently.
  • Serve as the liaison between HR and payroll, aligning processes to support a seamless employee experience and workforce development.
Qualifications
  • Required: English/Korean bilingual proficiency.
  • 3-5 years of experience in payroll operations, with demonstrated growth into broader HR responsibilities.
  • In-depth knowledge of payroll systems (e.g., ADP) and payroll compliance, including federal, state, and local regulations.
  • Strong understanding of payroll-related tax laws, wage and hour laws, and garnishment processing.
  • Familiarity with HR processes such as onboarding, benefits administration, and employee data management.
  • Experience integrating payroll systems with HRIS solutions, including managing database designs and ensuring accurate data flow.
  • Proficient in analyzing payroll data and generating reports to support organizational decision-making.
  • Advanced skills in Microsoft Excel, including VLOOKUP, PivotTables, and reporting tools.
  • Strong interpersonal skills for collaborating with managers, resolving payroll-related issues, and supporting employee satisfaction.
  • Ability to manage and mentor a team while ensuring operational efficiency and compliance.
Preferred Education/Experience
  • Bachelor’s Degree
  • 5-7 Years of experience in Human Resources Operation
