Job Summary 

Chloeta is seeking a qualified Noise Specialist with expertise in environmental noise analysis and strong public coordination skills to support transportation-related projects. The successful candidate will evaluate, model, and mitigate noise impacts associated with transportation infrastructure, while serving as a key liaison between project teams, agencies, and the public 

 

Job Classification: 1099 Independent Subcontractor 

Duty Station: Remote/Virtual  

Travel: Up to 10%, Contingent upon business needs 

Duties/Responsibilities 

  • Conducts noise studies and modeling for transportation projects in compliance with federal, state, and local guidelines (e.g., FHWA, FTA, FAA). 

  • Performs field noise monitoring, measurements, and data collection. 

  • Analyzes potential noise impacts and prepare technical reports, environmental documents, and mitigation recommendations. 

  • Coordinates with transportation agencies, engineering teams, and environmental staff. 

  • Leads or supports public meetings, workshops, and outreach efforts to communicate technical findings in clear, accessible language. 

  • Assists with preparation of Environmental Assessments (EAs) and Environmental Impact Statements (EISs). 

  • Provides subject matter expertise on transportation noise regulations and best practices. 

  • Maintains accurate documentation and ensures compliance with all regulatory standards 

 

Required Skills/Abilities 

  • Strong knowledge of environmental noise analysis methodologies, standards, and modeling tools (e.g., FHWA TNM, FTA/FRA guidance, FAA INM/AEDT). 

  • Experience with noise assessments for transportation projects (highways, rail, aviation, or transit). 

  • Excellent written and verbal communication skills, with ability to explain technical findings to non-technical audiences. 

  • Strong public engagement and stakeholder coordination abilities. 

  • Technical writing skills for reports, environmental documentation, and public-facing materials. 

  • Proficiency with GIS and other data analysis tools (preferred). 

  • Strong organizational and project management abilities, with capacity to balance multiple deadlines. 

  • Ability to travel to project sites and public meetings as needed 

 

Education and Experience 

  • Required: Bachelor’s degree in Acoustics, Environmental Science, Civil/Environmental Engineering, Urban/Regional Planning, or a related field 

  • Required: Prior experience working with DOTs, FHWA, FTA, or FAA projects 

  • Required: Demonstrated experience in public coordination, stakeholder engagement, or community relations 

 

Physical Requirements 

  • Prolonged periods of sitting at a desk and working on a computer 

  • This role routinely uses standard office equipment such as computers, phones, etc.
