Associate Chief Real Estate & Asset Management OfficerSummary 
Reporting to and working closely with the Executive Director, the Associate Chief Real Estate & Asset Management Officer will lead strategic real estate development and asset management efforts. This pivotal role encompasses the identification, planning, and execution of supportive housing projects while managing ECS's growing housing portfolio and ensuring the organization's mission is effectively advanced. The Associate Chief will spearhead real estate acquisition and development, oversee  asset management, and provide strategic financial oversight to sustain and grow ECS’s impact in addressing homelessness and housing insecurity. This individual will manage all functions of the Housing Development department, including collaboration with other ECS departments, external partners, and public stakeholders. They will oversee complex projects, including rehabilitation, re-syndication, and development ventures, ensuring operational and financial excellence. The Associate Chief will also lead a multidisciplinary team, championing innovation, accountability, and service excellence to maximize housing opportunities for vulnerable populations.This role demands a seasoned leader with expertise in affordable housing development, asset management, and real estate finance, combined with a mission-driven commitment to expanding capacity to provide housing solutions for underserved communities. Qualifications:
  • 10 years of experience in affordable housing development, asset management, and property management
  • 5 years of leadership experience supervising staff including the selection of staff, training, development, performance evaluations, progressive discipline, taking appropriate disciplinary action, and knowing when to partner with Senior Leadership and Human Resources.
  • Comprehensive understanding of federal and state affordable housing regulations, including HUD and LIHTC programs
  • Technically proficient in all aspects of affordable housing real estate development, including finance, entitlement, design, construction, and operations.
  • Proven track record of successful real estate transactions, including acquisitions and development projects
  • Strong financial analysis skills and experience with budgeting and forecasting
  • Experience working with the City and County of San Francisco, Marin County, San Mateo County, or similar northern CA urban municipalities; an understanding of regional politics, knowledge, and services offered to low-income people.
  • Master's degree preferred, focused on Real Estate, Business Administration, or a related field
