Job Summary:
The Transportation Public Involvement Specialist (PIS) will play a critical role in planning, coordinating, and executing public outreach for transportation and environmental projects across Texas. This position requires strong communication, organizational, and stakeholder management skills to ensure compliance with 43 TAC Chapter 2 and 23 CFR §771.111(h) public involvement requirements. The Transportation PIS will manage public hearings, workshops, and outreach initiatives that directly support highway and infrastructure project delivery, ensuring community input is integrated into transportation planning and environmental decision-making.
Job Classification: 1099 Independent Contractor
Duty Station: Texas, remote/virtual
Travel: Up to 25% (for public hearings, outreach meetings, and stakeholder engagement events)
Duties/Responsibilities:
Plan and organize public involvement activities including open houses, public meetings, workshops, and public hearings.
Ensure compliance with all applicable public involvement regulations and guidelines under state and federal law.
Coordinate with project managers, environmental specialists, and technical teams to integrate public engagement into project schedules and deliverables.
Develop and distribute public communication materials such as fact sheets, presentations, newsletters, and digital content.
Facilitate effective dialogue between clients, stakeholders, and the public by documenting feedback, responding to inquiries, and ensuring follow-up.
Maintain accurate records of public involvement activities, including attendance, comments, and outcomes, for inclusion in environmental documentation packages.
Support innovative outreach methods, including virtual platforms, digital surveys, and other tools to maximize accessibility and inclusivity.
Assist with stakeholder analysis and targeted engagement strategies to reach affected property owners, local governments, community groups, and the public.
Serve as a liaison during public hearings and outreach events, ensuring logistics, accessibility, and compliance requirements are met.
Contribute to project delivery by providing recommendations based on community input and helping address concerns early in the process.
Required Skills/Abilities:
Strong communication, facilitation, and presentation skills with diverse audiences.
Excellent organizational to coordinate multiple outreach efforts simultaneously.
Ability to navigate sensitive community concerns with professionalism and diplomacy.
Knowledge of public involvement requirements under NEPA, 43 TAC, and 23 CFR.
Skilled in developing communication materials and leveraging digital platforms for outreach.
Ability to work collaboratively with multidisciplinary teams, government agencies, and the public.
Education and Experience:
Required: Bachelor's degree in communications, Public Relations, Planning, or a related field.
Required: Minimum 6 years of public involvement experience, including planning and conducting outreach events.
Preferred: Master’s degree with at least 4 years of experience in public involvement or community engagement.
Required: Successful management of at least five public outreach events within the past ten years, with at least two involving transportation projects.
Required: Experience with at least two public hearings conducted under 43 TAC Chapter 2 and 23 CFR §771.111(h) (or equivalent substitute of two public meetings for one public hearing).
Physical Requirements:
Ability to stand for extended periods during public meetings and events.
Prolonged periods sitting at a desk and working on a computer.
This role routinely uses standard office equipment such as computers, phones, and audio/visual equipment for presentations
