Job Summary 

Chloeta is seeking a skilled Hazard Mitigation Application Development Specialist provides assistance in the preparation and submission of FEMA grant applications and ensures compliance of State and Federal laws, regulations and policies applicable to the FEMA PA, IA, and HMGP Programs. 

 

Job Classification: 1099 Contractor, Call when needed 

Duty Station: Remote/virtual Nationwide 

Travel: This position may require travel to client locations and project sites.  

 

Duties/Responsibilities 

  • Ensures the application meets all FEMA requirements, including alignment with the Hazard Mitigation Assistance (HMA) program guidelines 

  • Coordinates with project stakeholders to gather necessary documentation and information 

  • Develops project scopes, schedules, and budgets for inclusion in the application 

  • Supports in obtaining required approvals and certifications from relevant agencies 

  • Collaborates with local, state, and tribal governments, as well as private sector partners, to develop hazard mitigation project applications for FEMA funding 

  • Provides technical support to applicants regarding the requirements and process for submitting hazard mitigation applications, including guidance on project scope, cost estimates, and design 

  • Helps applicants identify eligible mitigation measures that address local vulnerabilities and align with FEMA’s risk reduction priorities (e.g., flood control, wildfire mitigation, building retrofits) 

  • Advises on the integration of hazard mitigation strategies into public assistance projects to enhance disaster resilience 

  • Conducts or supports risk assessments to evaluate hazard vulnerabilities and prioritize mitigation projects based on risk reduction potential and cost-effectiveness 

  • Assists in the preparation of accurate and reasonable cost estimates for proposed mitigation projects 

  • Ensures that all financial components of mitigation applications, including cost-benefit analysis and funding requests, are well-documented and comply with FEMA’s guidelines 

  • Conducts detailed reviews of hazard mitigation applications to ensure they meet all FEMA requirements, including environmental, historical preservation, and regulatory compliance 

  • Ensures all hazard mitigation applications are in compliance with FEMA policies, federal regulations, and state/local requirements. 

  • Monitors the status of submitted applications, ensuring timely follow-up and updates to ensure decisions are made promptly 

 

Required Skills/Abilities 

  • Knowledge of construction and engineering, architecture, environmental assessments, historic preservation, insurance 

  • Knowledge of the Stafford Act, or the National Flood Insurance Act (NFIA) programs, e.g. PA, IA, and HMGP  

  • Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program 

  • Exceptional interpersonal and communication skills 

  • Strong interpersonal and communication skills to work effectively with applicants, stakeholders, and FEMA teams 

  • Ability to conduct or interpret hazard vulnerability assessments and integrate risk data into project proposals 

  • Comprehensive understanding of FEMA grant programs, including Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), IA and others  

  • Familiarity with FEMA guidelines, policies, and compliance requirements 

  • Ability to interpret and apply federal regulations to ensure compliance 

  • Strong organizational skills and meticulous attention to detail, ensuring accuracy in all aspects of grant management and reporting 

  • Comfortable adapting to evolving priorities and requirements 

  • Dedication to delivering high-quality results that align with organizational goals and community needs 

  • Ability to manage multiple projects and priorities in a dynamic environment 

  • Familiarity with FEMA GO, Grants Portal, and other grant management platforms 

 

Education and Experience 

  • Required: Bachelor’s degree in public administration, Emergency Management, Business, or a related field 

  • Required:  At least two (2) years of relevant experience working on a State or Federal mitigation operation  

  • Required: Examples of mitigation support work and/or technical assistance in areas of mitigation as part of the proposal 

  • Preferred: Previous experience with similar projects and a proven track record in successful grant applications
