Job Summary 

Chloeta is seeking a skilled Problem Resolution Officer to provide assistance to subrecipient inquiries and facilitates the resolution of subrecipient problems/conflicts and ensures compliance with State, Federal and local laws, regulations and policies for the State’s FEMA Public Assistance Program. 

 

Job Classification: 1099 Contractor, Call when needed 

Duty Station: Remote/virtual Nationwide 

Travel: This position may require travel to client locations and project sites.  

  Duties/Responsibilities 

  • Identifies and analyzes data and information which may suggest a developing pattern of problems or complaints 

  • Provides the State leadership with courses of action to intervene/correct the situation 

  • Monitors project compliance with applicable federal and state laws, regulations and policies. 

  • Evaluates the root causes of issues related to eligibility, compliance, project timelines, or funding 

  • Works closely with applicants, subrecipients, and FEMA representatives to gather relevant information 

  • Serves as the primary point of contact for applicants and subrecipients experiencing challenges 

  • Communicates decisions, outcomes, and next steps clearly and promptly to all parties involved 

  • Develops actionable solutions to address eligibility disputes, cost recovery issues, and project delays 

  • Coordinates with FEMA specialists, state agencies, and other teams to ensure resolution actions are implemented effectively 

  • Ensures that resolution actions align with FEMA program requirements and maintain proper documentation for auditing purposes 

  • Provides feedback to FEMA and other relevant authorities on potential policy or process enhancements based on recurring issues 

 

Required Skills/Abilities 

  • Knowledge of construction and engineering, architecture, environmental assessments, historic preservation, insurance 

  • Knowledge of the Stafford Act, or the National Flood Insurance Act (NFIA) programs, e.g. PA, IA, and HMGP  

  • Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program 

  • Exceptional interpersonal and communication skills 

  • Comprehensive understanding of FEMA grant programs, including Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), and others  

  • Familiarity with FEMA guidelines, policies, and compliance requirements 

  • Ability to interpret and apply federal regulations to ensure compliance 

  • Strong organizational skills and meticulous attention to detail, ensuring accuracy in all aspects of grant management and reporting 

  • Comfortable adapting to evolving priorities and requirements 

  • Dedication to delivering high-quality results that align with organizational goals and community needs 

  • Ability to manage multiple projects and priorities in a dynamic environment 

  • Familiarity with FEMA GO, Grants Portal, and other grant management platforms 

 

Education and Experience 

  • Required: Bachelor’s degree in public administration, Emergency Management, Business, or a related field 

  • Required:  At least three (3) years of relevant experience working in one or more of the technical fields of construction and engineering, architecture, environmental assessments, historic preservation, insurance and knowledge of federal regulations pertaining to the FEMA Public Assistance Program
