Bradley Professional is currently seeking a Senior Engineer, Public works for a municipality in the Charlotte, NC area.

 

This position does require a Professional Engineer (PE) Designation

 

General Statement of Duties

Performs difficult skilled technical, administrative, managerial, and professional work in planning,

organizing, directing, and supervising the operations, personnel, activities, services, and programs of a Public Works division.

The Senior Engineer, Public Works is responsible for analyzing current and future infrastructure needs, preparing master planning documents, technical reports, estimates, and detailed plans for infrastructure projects, and overseeing bidding and contract awards. The role includes reviewing construction plans for compliance with codes and technical specifications while providing technical support to developers contractors, and City staff. Work is performed under the general supervision of the city’s Public Works Director and is reviewed through observation, conferences and review of reports and documentation.

 

Essential Duties and Tasks

  • Oversees streets and stormwater infrastructure within the city right-of-way to ensure efficient service delivery, maintenance, and workforce management for  Public Works.
  • Plans, organizes, and manages short- and long-term operations for street rights-of-way, storm drainage infrastructure, and related public services.
  • Supervises operations managers, inspecting projects, overseeing budgets and field operations, ensuring employee training in safety and work methods, reviewing personnel evaluations, and addressing citizen concerns.
  • Analyzes current and future infrastructure needs, preparing master planning documents and technical reports to address growth.
  • Designs, permits, and prepares detailed plans, specifications, and cost estimates for street and
  • stormwater infrastructure projects; oversees contract bidding, award, and compliance.
  • Completes cost estimates, contract bid packages and oversees bidding process and award of contract.
  • Attends construction conferences, assists inspectors with field supervision, certifies completed work, and prepares as-built plans.
  • Represents the department on various boards and committees, providing input on services, programs, policies, and development.
  • Provides technical support to developers and contractors regarding compliance with local design standards, permitting, and public right-of-way extensions.
  • Reviews and approves construction plans and specifications for compliance with codes, standards, and sound engineering principles; evaluates variance requests.
  • Collects GPS data for project design, construction, and GIS mapping updates.
  • Plans, organizes, and manages maintenance, repair, and construction of streets and storm drainage infrastructure.
  • Conducts site inspections, ensures coordination with city departments, and identifies maintenance and repair needs.
  • Oversees multiple budgets, prepares equipment specifications, approves purchases, and maintains inventory of necessary materials and supplies.
  • Participates in hiring and personnel management, including coaching, mentoring, training, evaluations, and disciplinary actions; ensures safety training and teamwork.
  • Engages with citizens regarding service requests, complaints, and project information, providing recommendations and resolutions.
  • Coordinates emergency response efforts, assembles personnel and equipment, and may operate heavy machinery as needed.

Knowledge, Skills and Abilities

  • Thorough knowledge of modern methods and techniques for the design, construction, and maintenance of public works and right-of-way infrastructure.
  • Strong understanding of land and engineering survey systems, project management, and organizational management practices in public works.
  • Comprehensive knowledge of engineering principles related to plan preparation, construction

specifications, and infrastructure management.

  • In-depth understanding of federal, state, and local laws, codes, and regulations governing public works projects to ensures regulatory compliance and reporting.
  • Proficiency in information technology, including CADD, GIS, and other relevant software applications.
  • Strong analytical and problem-solving skills to assess issues, develop solutions, and implement
  • recommendations.
  • Excellent verbal and written communication skills for presenting technical information, reports, and recommendations.
  • Proficiency in reading and interpreting engineering and architectural plans, maps, and drawings.
  • Skilled in customer service excellence and collaborative conflict resolution.
  • Ability to interpret and apply laws, regulations, policies, and procedures effectively.
  • Ability to lead, supervise, train, and evaluate personnel while fostering teamwork and motivation.
  • Ability to manage operations across multiple service areas, including staff, equipment, and materials.
  • Ability to oversee and evaluate contracted work to ensure compliance and quality.
  • Ability to collect and analyze data to support decision-making, emergency preparation, and operational improvements.
  • Ability to engage with city officials, staff, contractors, and the public to build effective relationships and consensus.
  • Ability to maintain accurate records, reports, and project documentation.
  • Work requires strong supervisory, technical, administrative, and interpersonal skills.

 

Desirable Education and Experience

Graduation from an accredited college or university with a bachelor’s degree in civil engineering,

engineering, construction, project management, or a related field, along with considerable experience in infrastructure planning, engineering and design (including GIS), and supervisory experience in public

works, street maintenance, and repair, or an equivalent combination of education and experience.
