Bradley Professional is currently seeking a Senior Engineer, Land & Development Services for a Municipality in the Charlotte, NC area.
This position does require a Professional Engineer (PE) designation.
The Senior Engineer will perform difficult professional work directing and supervising the development activities, services and programs for the Land and Development Services Department.
The Senior Engineer performs the following:
- Analyzes and reviews technical reports, calculations and estimates
- Assists with the administration of local permitting of extensions of the water and sewer system Reviews construction plans for compliance with established codes and technical specifications related to water, sewer, subdivision, streets, stormwater, floodplain and provides technical support to developers, contractors and City staff.
- Work also involves performing construction inspections for streets, curb and gutter, driveways and stormwater control measures, and representing the City on various boards and committees.
Essential Duties and Tasks
- Reviews stormwater plans/calculations to ensure compliance with NPDES requirements.
- Reviews water/sewer plans and verifies calculations for SRU and NCDEQ compliance and assists the City Engineer with administration of permits as applicable.
- Attends construction conferences and assists inspectors in field supervision of construction; certifies completed work following construction and reviews as-built plans for recording.
- Serves as department representative on various boards and committees for the City to provide input on proposed services, programs, policies, and development.
- Provides technical support to developers and contractors to assist in compliance with local design standards and permitting requirements.
- As directed by the Assistant Director, coordinates with SRU on review of development projects within the SRU service area.
- Provides technical support to developers and contractors regarding requests for public water and wastewater extensions and capacity analysis.
- Reviews construction plans and specifications of proposed developments for compliance with
established local, state, and federal codes, standards and technical specifications and sound
engineering principles; reviews requests for variances and provides documentation for approvals.
- Assists with maintaining and updating the City’s construction standards manual.
- Assists with review of bond estimates as required for improvements/SCM as necessary.
- Prepares technical reports, calculations and cost estimates and make presentations and fields
- questions on proposed projects.

- Thorough knowledge of modern methods and techniques as applied to the design, construction and maintenance of public works and utility facilities.
- Thorough knowledge of land and engineering survey systems, methods, and techniques.
- Thorough knowledge of the principles and practices of land development engineering as related to the review of plans and specifications in the area assigned.
- Thorough knowledge of organizational management practices as applied of the management of development projects.
- Thorough knowledge of the development and review process.
- Thorough knowledge of the principles of project management and coordination
- Thorough knowledge of the pertinent federal state and local laws, codes and regulations related to the assigned work.
- General knowledge of and ability to operate computers and associated software including CADD and GIS.
- General knowledge of basic fiscal and budgetary functions.
- Ability to analyze, interpret, summarize, and present administrative and technical information and data in written and oral reports.
- Ability to interpret and apply federal, state and local policies and procedures, laws and regulations.
- Ability to read and interpret engineering plans, blueprints, and surveys.
- Ability to analyze problems, identify solutions, project consequences of proposed actions and
implement recommendations in support of goals.
- Ability to gain cooperation and consensus through discussion and persuasion.
- Ability to effectively respond to issues raised by elected officials, City staff and citizens.
- Ability and skill in the use of computers, peripheral equipment, and related software programs to include CADD and GIS software.
- Ability to supervise, train and evaluate the work of others.

- Ability to develop and maintain effective working relationships with contractors, associates,
consultants, attorneys, engineers, elected officials, and the general public.
Desirable Education and Experience
Bachelor’s Degree in Civil Engineering or related field and considerable experience in development or municipal engineering and design to include GIS experience, or equivalent combination of education and experience.
Special Requirements
Possession of valid driver’s license.
