Job Summary
Chloeta is seeking a skilled Senior Debris Specialist serves as the senior technical advisor for the State and subrecipients on all debris issues and ensures compliance of State and Federal laws, regulations and policies applicable to the FEMA PA, IA, and HMGP Programs.
Job Classification: 1099 Contractor, Call when needed
Duty Station: Remote/virtual Nationwide
Travel: This position may require travel to client locations and project sites.
Duties/Responsibilities
Responsible for providing KDEM senior staff the status of debris management of current and future federally declared disasters
Identifies problems and provides the State with recommended solutions
Serves as the state's debris coordinator
Primary point of contact with the FEMA debris management team
Facilitates dispute resolution on debris management issues involving federal, state and local entities
Coordinates with FEMA, state and local governments, contractors, and other stakeholders to ensure efficient debris removal operations
Provides technical assistance to applicants in creating and updating debris management plans
Interprets and applies FEMA regulations, policies, and guidelines related to debris removal, disposal, and monitoring
Ensures all debris removal activities comply with environmental regulations, such as those pertaining to hazardous materials and historic preservation
Identifies and documents issues or disputes related to debris operations and provide resolution strategies
Conducts or assists with damage assessments to determine the scope and scale of debris removal needs
Evaluates debris eligibility, including types of debris (e.g., vegetative, construction, and demolition debris) and eligible locations
Required Skills/Abilities
Knowledge of construction and engineering, architecture, environmental assessments, historic preservation, insurance
Possess analytical skills
Expert in preparing legal briefs and courtroom presentations
Knowledge of the Stafford Act, or the National Flood Insurance Act (NFIA) programs, e.g. PA, IA, and HMGP
Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program
Exceptional interpersonal and communication skills
Comprehensive understanding of FEMA grant programs, including Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), IA and others
Familiarity with FEMA guidelines, policies, and compliance requirements
Ability to interpret and apply federal regulations to ensure compliance
Strong organizational skills and meticulous attention to detail, ensuring accuracy in all aspects of grant management and reporting
Comfortable adapting to evolving priorities and requirements
Dedication to delivering high-quality results that align with organizational goals and community needs
Ability to manage multiple projects and priorities in a dynamic environment
Familiarity with FEMA GO, Grants Portal, and other grant management platforms
Education and Experience
Required: Bachelor’s degree in public administration, Emergency Management, Business, or a related field
Required: At least three (3) years of relevant experience
