The HR Manager is the central point for all Human Resources administration at Laramie Energy. This  includes employee relations, leave management, payroll processing, system administration, worker’s  compensation, policy administration and interpretation, recruitment, retention, and benefits  administration.  


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be  assigned.  


∙ Develop and implement HR strategies and initiative aligned with Laramie business missions. 

∙ Maintains knowledge of legal requirements and government reporting regulations affecting  human resources functions and ensures policies, procedures, and reporting comply. 

∙ Administers performance review program to ensure effectiveness, compliance, and equity  within organization.  

∙ Work closely with management and employees to improve work relationships, build morale,  and increase productivity and retention.  

∙ Maintain all personnel records in accordance with EEO, privacy and related requirements. 

∙ Maintain HRIS and various HR reporting.  

∙ Ensures job descriptions, the employee handbook and other policies and procedures are up to  date.  

∙ Administers salary administration program to ensure compliance and equity within organization. 

Prior experience managing the payroll processing for salary exempt and non-exempt payrolls which includes  recording of time worked and PTO requests.  

∙ Prepares adjusting journal entries for payroll and monthly bonus accrual.  

∙ Coordinates and manages any outsourced HR functions, including the annual renewal of  services.  

∙ Manages the onboarding of new employees and outboarding of terminating employees. 

∙ Coordinates and manages employees leave of absences. 

∙ Coordinates annual ACA tax compliance.  

∙ Keeps records of benefit plans participation such as 401K plan.  

∙ Advises management in appropriate resolution of employee relations issues which includes  mediation, counseling, and performance management.  

∙ Responds to inquiries regarding policies, procedures, and programs.  

∙ Participates in wage surveys within labor market to determine competitive wage rate. 




∙ This position does not have any supervisory responsibilities.

∙ Strong computer skills, including proficiency in Excel and Word  

∙ Experience working in a continuously changing environment  

∙ Takes ownership and pays attention to detail  

∙ Ability to effectively manage projects and prioritize deliverables in order to meet deadlines 

∙ Ability to add and subtract two-digit numbers and to multiple and divide with 10’s and 100’s.  Ability to perform these operations using units of American money and weight measurement,  volume and distance.  




∙ College or university program degree; or 5+ years related experience and/or training; or  equivalent combination of education and experience.  




∙ Ability to write reports, business correspondence, and procedure manuals. Ability to effectively  present information to management.  




∙ Ability to interpret a variety of instructions furnished in written or oral form. 




∙ HR Certifications (PHR, SHRM-CP) preferred.  

∙ Previous oil and gas experience preferred.
