Human Resources and Payroll Manager

Location: Sterling MA (Full-Time, On-Site)

How you will contribute: 

Human Resources, Payroll, and Compliance

  • Manage end-to-end HR and payroll operations, ensuring accuracy, timeliness, and compliance.

  • Oversee the complete employee lifecycle, including recruitment, onboarding, training, performance management, and separations.

  • Process payroll accurately for all employees, including new hires, rate changes, deductions, and off-cycle payments.

  • Administer prevailing wage reporting, including wage and fringe breakdowns, and coordinate with external payroll providers.

  • Maintain compliant and confidential HR and payroll records, conducting regular audits as needed.

  • Ensure adherence to all federal, state, and local employment laws, including wage and hour regulations, EEO, and company policies.

  • Coordinate benefits administration, PTO tracking, workers’ compensation claims, and injury reporting.

  • Prepare detailed payroll and HR reports for leadership.

  • Schedule and track mandatory trainings, including OSHA and harassment prevention programs.

  • Support field compliance with uniform policies, safety standards, and timekeeping accuracy.

Administrative and Operations Support

  • Partner with leadership to ensure smooth daily office operations.

  • Assist with administrative tasks such as A/R, A/P, invoicing, collections, and permit coordination.

  • Manage incoming calls and emails professionally, ensuring timely customer communication.

  • Serve as a liaison between field teams and office staff to support seamless coordination.

Safety and Program Management

  • Support DOT and OSHA compliance programs, safety training initiatives, and documentation processes.

  • Drive consistent, efficient processes that improve operational performance and reduce risk.

Success in the First 90 Days

  • Independently process payroll with complete accuracy, including prevailing wage reporting.

  • Implement process improvements to streamline HR documentation, forms, and checklists.

  • Identify and recommend solutions for operational inefficiencies.

What we need from you: 

Required

  • High school diploma or GED.

  • Minimum of 5 years of administrative experience with direct HR and payroll responsibilities.

  • In-depth knowledge of payroll best practices and wage and hour compliance.

  • Proven track record of accuracy in payroll processing and reconciliations.

  • Exceptional communication, customer service, and organizational skills.

  • Strong attention to detail, confidentiality, and follow-through.

  • Proficiency in Microsoft Office and Google Workspace.

  • Ability to work independently and manage multiple priorities in a fast-paced, hands-on environment.

Preferred

  • Bachelor’s degree in Business, Accounting, Human Resources, or a related field (or equivalent experience).

  • Experience with prevailing wage projects and reporting.

  • HR or payroll professional certifications (PHR, SHRM-CP, CPP) a plus.

  • Familiarity with Apple devices and software.

Tools and Systems

  • Payroll: Vision Payroll, iSolved

  • Field Operations: Service Fusion

  • Accounting: QuickBooks (experience helpful but not required)

Work Environment and Schedule

  • On-site office environment 

  • Monday–Friday, 40 hours per week.

  • Occasional travel for meetings or training sessions.

Reporting Structure

  • Reports directly to company officers or board-level leadership for HR matters.

  • Collaborates closely with office leadership on daily administrative operations.
