Job Summary 

Chloeta is seeking a skilled Public Assistance Technical Assistance Liaison to provide assistance in reviewing projects / contracts to meet compliance with State, Federal and local laws, regulations and policies for the State’s FEMA Public Assistance Program. 

 

Job Classification: 1099 Contractor, Call when needed 

Duty Station: Remote/virtual Nationwide 

Travel: This position may require travel to client locations and project sites.  

 

Duties/Responsibilities 

  • Reviews and approves project worksheets 

  • Gathers and evaluates technical data 

  • Reviews construction contracts for compliance with State, Federal and local laws, regulations and policies 

  • Provides assistance on payment issues regarding permanent work and alternate/improved projects 

  • Provides expert advice to applicants on FEMA PA Program policies, eligibility criteria, and documentation requirements 

  • Tracks the progress of grant-funded projects, ensuring adherence to approved scopes, budgets, and schedules 

 

Required Skills/Abilities 

  • Knowledge of construction and engineering, architecture, environmental assessments, historic preservation, insurance 

  • Knowledge of the Stafford Act, or the National Flood Insurance Act (NFIA) programs, e.g. PA, IA, and HMGP  

  • Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program 

  • Exceptional interpersonal and communication skills 

  • Comprehensive understanding of FEMA grant programs, including Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), and others  

  • Familiarity with FEMA guidelines, policies, and compliance requirements 

  • Ability to interpret and apply federal regulations to ensure compliance 

  • Strong organizational skills and meticulous attention to detail, ensuring accuracy in all aspects of grant management and reporting 

  • Comfortable adapting to evolving priorities and requirements 

  • Dedication to delivering high-quality results that align with organizational goals and community needs 

  • Ability to manage multiple projects and priorities in a dynamic environment 

  • Familiarity with FEMA GO, Grants Portal, and other grant management platforms 

 

Education and Experience 

  • Required: Bachelor’s degree in engineering, architecture, environmental science, historic preservation or related 

  • Required:At least three (3) years of relevant experience working in one or more of the technical fields of construction and engineering, architecture, environmental assessments, historic preservation, insurance and knowledge of federal regulations pertaining to the FEMA Public Assistance Program
