Job Summary 

Chloeta is seeking a skilled Public Assistance Program Liaison to provide assistance to the State in the administration of the FEMA Public Assistance Program in support of the State’s subrecipients. The Public Assistance Program Liaison will be assigned to subrecipients as needed in order to identify and address programmatic issues related to recovery operations. 

 

Job Classification: 1099 Contractor, Call when needed 

Duty Station: Remote/virtual Nationwide 

Travel: This position may require travel to client locations and project sites.  

 

Duties/Responsibilities 

  • Serves as the representative of the State to subrecipients for the FEMA PA Program 

  • Assists subrecipient with preparation and review of project worksheets and provides technical assistance to the subrecipient throughout the life of the project(s) 

  • Facilitates communication and collaboration to ensure the effective implementation of FEMA funding programs 

  • Interprets and applies FEMA regulations, policies, and guidelines related to PA, IA, and HMGP 

  • Supports the development of tools and resources to enhance program understanding and efficiency 

  • Maintains detailed records of program activities, decisions, and communications. 

  • Prepares regular status updates and reports for internal and external stakeholders 

 

Required Skills/Abilities 

  • Knowledge of the Stafford Act, or the National Flood Insurance Act (NFIA) programs, e.g. PA, IA, and HMGP  

  • Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program 

  • Exceptional interpersonal and communication skills 

  • Comprehensive understanding of FEMA grant programs, including Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), and others  

  • Familiarity with FEMA guidelines, policies, and compliance requirements 

  • Ability to interpret and apply federal regulations to ensure compliance 

  • Strong organizational skills and meticulous attention to detail, ensuring accuracy in all aspects of grant management and reporting 

  • Comfortable adapting to evolving priorities and requirements 

  • Dedication to delivering high-quality results that align with organizational goals and community needs 

  • Ability to manage multiple projects and priorities in a dynamic environment 

  • Familiarity with FEMA GO, Grants Portal, and other grant management platforms 

 

Education and Experience 

  • Required: Bachelor’s degree in public administration, Emergency Management, Business, or a related field 

  • Required: At least three (3) years of relevant experience working on a State or Federal recovery operation or equivalent experience commensurate with the ability to perform the necessary duties
