Job Summary

As Project Manager in the Homeland Security and Emergency Management (HSEM) Vertical at Chloeta you will plan, organize, and execute projects for various clients on a nationwide basis.  The ideal candidate for this position will be comfortable in a matrix environment and capable of driving production and profitability objectives to meet client expectations through timely deliverables with demonstrated expertise in project management.  Project Managers oversee cross functional teams to ensure compliance with project budgets, project schedules, contract specifications and all applicable laws and regulations.  Project Managers are responsible for project setup, staffing, delivery, controls, and serving as a client satisfaction function when the need arises.  

 

Supervisory Responsibilities:   

  • Oversee a team of professional personnel in a matrix management environment to ensure planning, training and exercise projects are completed on time, to contract specifications, and within budget while maintaining a high level of client satisfaction  

  • Delegates work and assignments to team members based on expertise, work experience, and time constraints 

  • Routinely coordinates and communicates with higher level leaders within the organization  

Job Classification: Permanent; Full Time 

Duty Station: Oklahoma City, OK 

Travel: Occasional overnight travel, up to 25% or more of the time, for site visits, client meetings, conferences, or stakeholder engagement.  

Compensation:  

Chloeta reserves the right to offer any candidate above or below the listed compensation amount based on experience or business needs.  

  • Salary: $90,238.51 - $101,060.52 

  • FLSA (Fair Labor Standards Act) Exempt   

 

Duties and Responsibilities  

  • Leading a cross-functional group of professional consultants and trainers through the implementation of Emergency Management projects overseeing client contact, budget control, invoicing, and scheduling 

  • Demonstrating the appropriate blend of center led strategic direction while providing support and reassurance for stakeholders  

  • Develops and manages key client relationships, often requiring daily and weekly communications  

  • Responsible for project setup, project delivery, project controls, client satisfaction, contract management, and profitability  

  • Prepares project deliverables and project related correspondence  

  • Coordinates on recruitment of key staff to expand staff capability to meet client demands  

  • Conducts cost analysis, estimating expected costs for the project  

  • Communicates and collaborates with Business Development (BD) Group to ensure the cross-selling of services between Verticals and upselling opportunities are maximized on all projects  

  • Fully responsible to Accounting Group for project Profit & Loss (P&L) statement performance in compliance with project budgets  

  • Acts as primary administrative representative having full authority to act on matters pertaining to the performance of the services required on a given portfolio of projects  

  • Provides support to quality assurance functions, to include process control and monitoring, performance metrics and measurement, risk analysis, mitigation and management, quality control metrics reporting, problem reporting, and corrective actions follow up, and lessons learned analysis  

  • Provides direct project duties including overseeing, developing, and updating comprehensive emergency response plans, including evacuation procedures, disaster recovery, and business continuity.  

  • Designing and conducting drills, exercises, and simulations to test the effectiveness of plans and improve response readiness.  

  • Preparing reports and documentation related to emergency management activities, exercises, and real-life incidents.  

  • Assisting in post-incident analysis and the recovery phase after emergencies to ensure a swift return to normal operations.  

  • Analyzing hazard data and trends to identify potential risks to the organization or community.  

  • Conduct vulnerability assessments and recommend actions to reduce risks.  

  • Assists the Business Development (BD) Group in expanding the firm’s HSEM portfolio by supporting the Bids and Proposals (B&P) Team as an emergency management Subject Matter Expert (SME) as project workload and client demands allow.

Required Skills and Abilities  

  • Extensive experience in emergency management, disaster response, and familiarity with ICS, NIMS, IMTs, and HSEEP. 

  • Strong leadership, communication, and facilitation skills with the ability to build consensus and collaborate effectively. 

  • Proven success in managing complex projects, developing innovative solutions, and delivering results across multiple organizations. 

  • Solid financial planning and budgeting skills with a focus on cost control and meeting profitability targets. 

  • Excellent organizational, analytical, and time management skills; proficient with Microsoft Office and project tools. 

 

Education and Experience 

  • Required: Bachelor’s degree in emergency management, public safety, homeland security, business, operations, organizational leadership, or related field  

  • Required: Three (3) or more years of demonstrated successful Project Management experience  

  • Required: Five (5) years of emergency management, disaster response or related experience 

  • Required: Previous experience in overseeing emergency management plans and experience working with local, state, and federal agencies in emergency planning and response  

  • Preferred: Project Management Professional Certification (PMP)  

  • Preferred: Master’s Degree (related field)

  • Prolonged periods sitting at a desk and working on a computer   

  • This position operates in a fast-paced, collaborative environment. This role routinely uses standard office equipment such as computers, phones, and other devices.
