Job Summary
Emergency Management Planners are within the Homeland Security and Emergency Management (HSEM) Vertical and report directly to a Project or Program Manager. This position is primarily a technical writer and editor for a diverse range of emergency management related planning documents and will be called upon in a client facing role to facilitate planning meetings and conduct site visits. Examples of the types of plans that this position will serve as a lead technical writer or editor on include but are not limited to: Hazard Mitigation Plans (HMP), Comprehensive Emergency Management Plans (CEMP), Emergency Operations Plans (EOP) and Community Wildfire Protection Plans (CWPP).

Travel: Occasional overnight travel, up to 25% of the time, for site visits, client meetings, conferences or stakeholder engagement.

Salary: $77,227.41 - $89,890.17

Duties/Responsibilities
Serve as lead technical writer/editor for a variety of emergency management plan types including evacuation procedures, disaster recovery, and business continuity.
Assessing potential risks and vulnerabilities, then developing strategies to mitigate these risks.
Coordinate with external stakeholders in the production and approval of emergency management plans, which may include conducting public outreach as required and presenting materials.
Prepare reports and documentation related to emergency management activities, exercises, and real-life incidents.
Prepare presentations and supporting materials for public meetings and workshops.
Review and study emergency management technical standards, guidelines, and regulations to remain abreast of industry trends.
Coordinate with local, state, and federal agencies, as well as Tribes, and the public in supporting clients to meet compliance requirements.
Develop communication strategies for disseminating critical information before, during, and after emergencies.
As required, facilitate monthly virtual meetings on project progress including preparing agendas and compiling meeting minutes for project files.
Maintain productive and mutually beneficial working relationships with clients and partners and promote new Business Development (BD) efforts emphasizing emergency management projects and related work.
As available with project workload, assist BD Group in expanding the firm’s HSEM portfolio by supporting the Bids and Proposals (B&P) Team as an emergency management Subject Matter Expert (SME).

Required Skills/Abilities
Ability to remain abreast of changes in federal, state, and local laws and regulations impacting emergency management.
Proficient in Microsoft Office Suite and similar software.
Excellent analytical and problem-solving skills.
Exceptional written and verbal communication skills.
Excellent organizational skills and attention to detail.
Ability to review, edit, and finalize a variety of technical documents for clarity and consistency and to proofread and correct errors based on client-approved style guides.
Ability to simultaneously review and edit multiple documents at varying stages of the document writing process.
Familiarity with Incident Command System (ICS) and National Incident Management System (NIMS).
Strict adherence to internal and client deadlines is important.
Education and Experience
Required: Bachelor’s degree in emergency management, or related field.
Preferred: Three (3) or more years of full-time professional experience as an emergency management practitioner including substantial demonstrated proficiency in completing complex planning projects.
Preferred: Qualification as a Master Exercise Practitioner (MEP) or Certified Emergency Manager (CEM), or ability to obtain in the future.
