Job Summary 

Chloeta is seeking an experienced Cyber Security Subject Matter Expert (SME) to provide expert guidance and technical support on cybersecurity aspects of emergency management projects for federal, state, and local agencies. This role focuses on securing critical infrastructure, enhancing cyber resilience, and mitigating cyber threats in disaster preparedness, response, and recovery operations. The Cyber SME will support Chloeta’s emergency management projects by developing strategies to address cybersecurity risks affecting emergency response systems, public safety networks, and other essential client services for. This role is project-based and may involve both short- and long-term assignments supporting emergency management cybersecurity initiatives nationwide.

Duty Station: Remote/Virtual (Nationwide) 

 

Duties/Responsibilities  

  • Develops and implements tailored cybersecurity strategies to enhance the resilience of government agency and other client operations. 

  • Conducts cyber risk assessments, threat modeling, and vulnerability analyses for emergency response systems and critical infrastructure. 

  • Ensures adherence to cybersecurity regulations and best practices, including NIST, FISMA, CISA guidelines, FEMA, and DHS standards. 

  • Recommends and implements mitigation strategies to reduce cyber risks before, during, and after emergency situations. 

  • Works closely with Chloeta’s Emergency Management & Homeland Security personnel and client personnel to integrate cybersecurity measures into disaster preparedness, response, and recovery plans. 

  • Develops and delivers cybersecurity training, enhancing client’s ability to identify and respond to cyber threats. 

  • Provides guidance on the security configuration of firewalls, intrusion detection/prevention systems (IDS/IPS), SIEM tools, and endpoint protection relevant to emergency management systems.

Required Skills/Abilities 

  • Deep knowledge of cybersecurity frameworks (e.g., NIST, ISO 27001, CIS Controls) 

  • Proficient in security technologies like firewalls, intrusion detection/prevention systems (IDS/IPS), SIEM tools, endpoint protection, and encryption methods 

  • Strong understanding of network security protocols, vulnerability management, and penetration testing 

  • Ability to coordinate incident response teams and work within emergency management protocols (e.g., FEMA, DHS standards) 

  • Strong skills in identifying, analyzing, and mitigating cybersecurity risks, especially concerning critical infrastructure and emergency management systems 

  • Familiarity with conducting vulnerability assessments and audits 

  • In-depth understanding of federal, state, and local cybersecurity regulations (e.g., FISMA, CISA guidelines) 

  • Ability to ensure compliance with emergency management cybersecurity requirements and prepare for audits 

  • Ability to explain complex cybersecurity concepts to non-technical stakeholders and emergency management teams 

  • Ability to develop and conduct cybersecurity training and awareness programs tailored to emergency management personnel 

  • Strong analytical thinking to assess evolving threats and develop proactive solutions 

 

Education and Experience 

  • Required: Bachelor’s Degree in Cybersecurity, Information Technology, Computer Science, or a related field. 

  • Required: Three (3) years of experience working in emergency management, critical infrastructure protection, or government in cybersecurity operations  

  • Preferred: One of more of the following certifications are highly preferred: 

    • Certified Information Systems Security Professional (CISSP) 

    • CISM (Certified Information Security Manager) 

    • Certified Ethical Hacker (CEH) 

    • GIAC Security Essentials Certification (GSEC) 

    • Certified Information Systems Auditor (CISA) 

    • Certified in Risk and Information Systems Control (CRISC) 

    • ISO 27001 Lead Auditor 

    • AWS Certified Security – Specialty
