Job Summary 

The Partnering Facilitator supports a federal government agency in fostering collaboration, communication, and coordination among diverse stakeholders.  This role is focused on fostering collaboration, trust, and effective communication among project stakeholders, including government officials, contractors, and other key partners. The Facilitator will conduct both initial and follow-up partnering sessions, provide issue resolution support, and contribute to the development of effective working relationships within project teams. 

 

Job Classification: 1099 Independent Subcontractor 

Duty Station: Portland, OR  

 

Duties/Responsibilities 

  • Performs technical and administrative services for efforts related to partnering facilitation for the government agency 

  • Conducts preparatory work as specified in individual task orders 

  • Drafts an agenda, including description of activities and topics to focus on the specifics of the project, partners, and environment 

  • Submits drafts to Initial Partnering Session agenda to the Contracting Officer for approvals, finalizes agenda once approved  

  • Plans, organizes, and leads to partnering workshops, meetings, and sessions with government agencies, contractors, and other stakeholders 

  • Fosters open communication, trust-building, and mutual understanding among diverse groups 

  • Identifies potential areas of conflict or misunderstanding between stakeholders and proactively mediate solutions 

  • Facilitates problem-solving sessions to address project challenges and ensure alignment of goals and objectives 

  • Develops strategies to enhance collaboration and maintain strong working relationships throughout the project lifecycle 

  • Ensures agreements are aligned with project goals and government agency expectations 

  • Prepares comprehensive reports documenting outcomes, key decisions, and areas for improvement. 

  • Promotes best practices in communication, teamwork, and partnership management 

  • Evaluates the effectiveness of partnering sessions and implement improvements based on feedback.

Required Skills/Abilities 

  • Strong expertise in facilitating meetings, workshops, and collaborative sessions with diverse stakeholders 

  • Skilled in conflict resolution, negotiation, and mediation techniques to address challenges and foster cooperation. 

  • Exceptional verbal and written communication skills to clearly convey ideas and facilitate discussions 

  • Strong interpersonal skills to build trust and rapport with government officials, contractors, and community stakeholders 

  • Ability to engage and coordinate with multi-disciplinary teams, government agencies, and external partners 

  • Strong understanding of project management principles and the ability to align partnering initiatives with project goals 

  • Experience in drafting and managing partnering agreements and tracking performance metrics. 

  • Ability to think and offer creative solutions to complex issues 

  • Ability to meet deadlines, prioritize tasks, and maintain focus in dynamic environments 

  • Ability to adapt to changing priorities and navigate complex organizational structures 

 

Education and Experience 

  • Required: Bachelor’s degree in business administration, Communications, Public Administration, Project Management, or a related field. 

  • Required: Five (5) years of experience in conducting corporate partnering Session of groups 50 + people or greater. 

  • Required: Experience developing team charters, communication plans, and issue resolution ladders. 

  • Preferred: Experience working with federal agencies 

  • Preferred: Certification in facilitation, conflict resolution, mediation, and/or leadership/executive coaching
