Job Summary
The Proposal Manager leads the development and execution of proposal strategies for large-scale competitive opportunities ranging from $5M to $150M, ensuring high-quality, compliant, and compelling submissions. This role requires expertise in interpreting solicitation requirements, managing the proposal lifecycle, and collaborating with cross-functional teams to achieve a high Probability of Win (PWin). The Proposal Manager is instrumental in advancing business growth by coordinating proposal activities with internal and external stakeholders and driving the success of federal contract pursuits.

Travel: Occasional travel, less that 15% of the time, may be required.
Duties/Responsibilities
Develops bid strategies, keeps senior management informed on progress, and leads complex capture efforts by coordinating proposal contributions across various functions.
Ensures a high "Probability of Win" for selected opportunities and manages the capture and bid process.
Leads customer meetings and approves all communications with clients.
Identifies gaps and emerging requirements, performs market and economic analysis, conducts business intelligence, develops and executes formal capture plans, and monitors competitor activity.
Coordinates pre-proposal and proposal activities with internal teams and major subcontractors or consultants.
Leads business planning efforts, including pipeline reviews, bid agenda development, opportunity gate reviews, and proposal reviews.
Regularly interacts with management, functional points of contact, staff, and customers, ensuring follow-through on tasks.
Conducts after-action reviews for all capture team members to document lessons learned and refine capture strategies and bid readiness.
Participates in bidder conferences, oral presentations, and site surveys as needed.

Required Skills/Ability
Strong knowledge of government and military contracts, including GSA and FAR, with proven ability to implement the Shipley process.
Demonstrated expertise in business development, including targeting, opportunity qualification, capture strategy, customer visits, and relationship building with clients and partner organizations.
Proven leadership in developing, organizing, and executing major capture activities, such as building industry teams, assessing win probability, and managing customer engagement plans to win business with both new and existing clients.
In-depth understanding of various contract types (e.g., non-IDIQ, IDIQ, single or multiple award contracts) and payment structures (e.g., FFP, T&M, cost plus).
Ability to solve complex challenges and drive success in competitive bidding.
Proficient in using automated tools and applications, including Salesforce, Microsoft Office, and Teams, for presenting ideas, reports, and information.
Exceptional interpersonal skills with a strong business acumen.
Excellent written communication abilities and experience presenting to both small and large groups.
Education and Experience
Required: Bachelor’s degree and at least 4 years of relevant experience in business development, account management, or capture management.
Required: Minimum of 4 years of experience leading federal contract capture efforts, or an equivalent combination of education and experience.
Preferred: Relevant advanced training/certification such as Shipley Associates Training, Association of Proposal Management Professionals (APMP), Project Management Institute (PMI), or the National Contract Management Association (NCMA)
