We are seeking a Geospatial Technology Officer (GTO) to spearhead the development, implementation, and management of geospatial technologies within our organization. This role involves close collaboration with our Geospatial & Digital Solutions (GDS) Market Sector team, integrating geospatial data and technologies to enhance decision-making processes, streamline operations, and achieve strategic goals for our customers. Reporting directly to the Vice President & Market Sector Lead for GDS, you will drive business strategy and technical solutions that are essential to the growth of this market sector. As one of our key customer-facing roles, you will be instrumental in providing strategic direction, crafting technical solutions, and interacting with cutting-edge technologies in a collaborative team environment.

Key Responsibilities:

Technical Leadership:

  • Lead technical solution strategies throughout the capture and proposal lifecycle, from early qualification to proposal submission.
  • Develop technical win themes, solution readiness plans, and contribute to GDS win strategies.
  • Engage current and prospective customers to understand their critical needs, socialize solutions, and advise on strategies that align with their goals.
  • Represent the broader GTO organization, translating technology solutions into customer-specific needs and priorities.

Solution Development:

  • Identify and select the best technical solutions to meet acquisition requirements.
  • Prioritize Navy needs to influence GTO investments.
  • Lead solution design, creating key artifacts like architectural models, process diagrams, and concepts of operation.
  • Develop unsolicited technical recommendations, RFIs, RFP responses, and other collateral to engage prospective customers and position GDS for growth.

Collaboration & Innovation:

  • Collaborate with GDS team members to differentiate GDS through technical and business strategies.
  • Develop teaming strategies and vet potential partners.
  • Develop cost strategies, LOEs/BOEs/BOMs, and associated rationale.
  • Work closely with customers to align GDS technical offerings with their objectives.
  • Tailor GDS enterprise offerings to foster adoption across diverse customer bases and advocate for customer initiatives within GDS.

Strategic Growth:

  • Craft innovative technical approaches to address customer needs and bridge gaps in their programs.
  • Tailor existing GDS offerings and create new ones to help customers achieve their mission objectives.
  • Ensure the readiness of the solution and proposal support teams for a compelling and compliant response to solicitations.

Mentorship & Development:

  • Coach and advise junior solution architecture and proposal support resources.
  • Review proposals and provide critical feedback to strengthen technical and program management solutions.
  • Author key sections of technical volumes and develop compelling graphics and presentation materials.

Qualifications:

Education:

  • Bachelor’s Degree in a related discipline.

Experience:

  • 20+ years of experience designing and delivering geospatial solutions across diverse markets.
  • Proven ability to assist customers and organizations in achieving their objectives.
  • Experience in cyber, training, IT, networks, or business systems.
  • Experience in drafting and writing technical and program management solutions.
  • Supervisory experience managing technical and administrative staff.

Technical Skills:

  • DevOps experience in on-premise and cloud environments, including automation, containerization, and Kubernetes.
  • In-depth knowledge of ITIL framework application and best practices.
  • Experience developing Concepts of Operations (ConOps) and labor estimation.
  • Ability to acquire and maintain relevant domain accreditations in at least two of the following cloud platforms: AWS, Microsoft Azure, Google Cloud.

Skills & Abilities:

  • Strong oral and written communication skills.
  • Ability to leverage relationships with academic institutions, small businesses, and other partners to build solutions.
  • Expertise in service delivery business models and technologies to support customer mission capabilities.
  • Demonstrated ability to strategize and co-develop solutions that accelerate customers' attainment of mission objectives.

Preferred Skills & Certifications:

  • Familiarity with Department of Navy technical approaches, particularly in cloud, network, and cybersecurity technologies.
  • Experience working in a P&L capacity with an understanding of delivering solutions that meet business objectives.
  • ITIL certification and/or PMP certification.

Clearance Requirement:

  • U.S. Citizenship required.
  • Ability to obtain and maintain a Secret Security Clearance.
