Job Title: Systems Analyst 3 (PeopleSoft FSCM – AR/Billing)

Location: Within 50-mile radius of Austin, TX (Hybrid – 4 days remote / 1 day onsite every Thursday)

Duration: July 1, 2025 – August 31, 2025 (potential for extension into FY 2026)

Schedule: Monday – Friday, 8:00 AM – 5:00 PM CTNumber of Openings: 4

Job Overview:We are seeking four experienced Systems Analysts to support the Texas Health and Human Services Commission on a short-term engagement with a likely extension. Candidates must be local to the Austin, TX area and able to work onsite every Thursday. The focus of the project is on the implementation of PeopleSoft FSCM 9.2, particularly the Accounts Receivable and Billing modules.

Key Responsibilities:

• Lead requirements gathering and fit-gap analysis for PeopleSoft FSCM 9.2 AR and Billing implementations

• Map data to/from legacy systems and third-party interfaces

• Develop functional documentation, test cases, and training materials

• Conduct hands-on system integration and end-to-end testing

• Collaborate with a large remote team using Microsoft Teams

• Support change management and user training initiatives

• Contribute to ongoing project documentation and deliverables

Minimum Qualifications:

• 8+ years as a Business Analyst with PeopleSoft FSCM 9.2

• 8+ years working with PeopleSoft AR and Billing modules

• 8+ years performing requirements gathering and fit-gap analysis

• 8+ years conducting system integration testing, including third-party systems

• 4+ years working with Microsoft Office 365 (Word, Excel, PowerPoint, Visio)

• 2+ years using Microsoft Teams in large team settings

Preferred Qualifications:

• Experience with public sector clients (Federal, State, or Local Government)

• Experience with Texas CPA CAPPS Financials system

• Experience with PeopleSoft Approval Workflow Engine (AWE)

• Familiarity with SharePoint and Jira

• Exposure to the Scrum framework

• Experience using STAT for change management
