Job Summary 

The FEMA Public Assistance Consultant serves as a subject matter expert in navigating the complexities of FEMA Public Assistance grants and compliance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Duties/Responsibilities 

  • Provides expert consultation to clients on FEMA Public Assistance grant programs, including eligibility requirements, application procedures, and compliance with federal regulations.
  • Leads the development of FEMA grant applications, ensuring accuracy, completeness, and adherence to all relevant guidelines and deadlines.
  • Conducts comprehensive reviews and assessments of clients' disaster-related damages and losses to determine eligibility for FEMA assistance.
  • Collaborates with Chloeta’s project team, clients and stakeholders to develop comprehensive project scopes, budgets, and timelines for FEMA-funded projects.
  • Assists clients in navigating FEMA's reimbursement process, including documentation, reporting, and compliance with audit requirements.
  • Serves as a liaison between clients and FEMA regional offices, facilitating communication and resolving issues or disputes as needed.
  • Disseminates relevant information to team members on changes in FEMA policies, regulations, and guidelines.
  • Provides training and technical assistance to Chloeta staff and clients on FEMA Public Assistance programs and procedures. 

 

Required Skills/Abilities 

  • Strong understanding of FEMA's Public Assistance delivery process, including project eligibility, funding mechanisms, and documentation requirements. 
  • Excellent analytical skills and attention to detail, with the ability to interpret complex regulations and guidelines accurately. 
  • Exceptional communication and interpersonal skills, with the ability to effectively engage with clients, stakeholders, and government agencies. 
  • Strong project management abilities, including the ability to prioritize tasks, manage multiple projects simultaneously, and meet tight deadlines. 

 

Education and Experience 

  • Required: Bachelor's degree in emergency management, public administration, or a related field.  
  • Required: Minimum of 10 years of experience working with FEMA Public Assistance grant programs, preferably in a consulting or advisory capacity. Proven track record of successfully securing FEMA Public Assistance grants and managing projects through the reimbursement process. In-depth knowledge of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and other relevant federal regulations governing disaster assistance programs. 
  • Required: Demonstrated knowledge of federal and state grant regulations, including Uniform Guidance (2 CFR Part 200) and other relevant statutes and regulations. 
  • Preferred: Master's degree in emergency management, public administration, or related field.
  • Preferred: Certified Grants Management Specialist (CGMS), Grant Professional Certification (GPC), Certified Public Accountant (CPA) or similar credentials.
  • Preferred: Relevant certifications (e.g., FEMA Professional Development Series, Certified Emergency Manager) are highly desirable. 
  • Preferred: Familiarity with grant management software and financial management systems.
