Job Summary

The Cultural Resources Specialist reports directly to the NEPA Manager as part of an interdisciplinary team of scientific professionals providing environmental consulting support to primarily federal clients nationwide.  The position supports cultural resources planning efforts in support of the firm’s environmental consulting efforts, particularly in support of the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA).  This position must have a strong understanding of the NEPA process and NHPA Section 106, and other applicable regulations.   

 

Supervisory Responsibilities: This is a non-supervisory position but does require a high level of collaboration with Environmental Consulting Services (ECS) teammates in the performance of duties.

Duty Station: Oklahoma City, OK (relocation reimbursement authorized)

Duties/Responsibilities 

  • Coordinate with local/state/federal agencies, tribes, and the public in helping clients meet compliance requirements, effectively communicate project details, and record stakeholder input, including developing presentations and facilitating agency and public meetingsProvide environmental planning, compliance, and other services to clients nationwide. 
  • Contribute to a broad range of cultural resource activities, primarily consisting of conducting cultural resource surveys, conducting archival research, developing historic contexts, supporting Section 106 consultations, preparing National Environmental Policy Act (NEPA)/California Environmental Quality Act (CEQA), preparing National Register of Historic Places (NRHP) and California Register of Historical Resources (CRHR) evaluations and nominations, and preparing professional reports of investigations. 
  • Contribute to the preparation of cultural resource site forms and reports.  
  • Support cultural resource surveys/investigations.  
  • While this is primarily an office-based position, field surveys, resource recordation, and other fieldwork will be required as needed. 
  • Maintain productive and mutually beneficial working relationships with clients and partners and promote new business development efforts emphasizing environmental and cultural resources projects and related work. 
  • Maintain proficiency and expertise in NEPA, NHPA, and related regulations, including tracking regulatory changes and agency best practices.   
  • Assist Business Development Group in expanding the firm’s environmental compliance services and preparing proposals for NEPA and other natural resources work, including providing technical subject matter expertise on scopes of work, schedules, levels of effort, and budget estimates.

Required Skills/Abilities 

  • Ability to review, edit, and finalize variety of technical environmental documents for clarity and consistency and to proofread and correct errors based on client-approved style guides. 
  • Ability to simultaneously review and edit multiple documents at varying stages of the document writing process. 
  • Extensive knowledge of federal cultural resources regulations and procedures, such as NHPA and NAGPRA.  
  • Experience working with historic buildings and structures and archaeological resources.  
  • State Historic Preservation Office (SHPO) and Tribal Historic Preservation Office (THPO) consultation experience preferred.  
  • Ability to monitor changes in federal, state, and local environmental laws and regulations.  
  • Proficient in Microsoft Office Suite and similar software.  
  • Excellent analytical and problem-solving skills.  
  • Exceptional written and verbal communication skills.  
  • Excellent organizational skills and attention to detail.  
 

Education and Experience 

  • Required: Bachelor’s or master’s degree in archaeology, anthropology, historic preservation, historic architecture, or similar.  
  • Required: 2 years of in-field experience  
  • Preferred: Experience with state Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs), and Section 106 consultation a major plus. 
 

Physical Requirements 

  • Prolonged periods sitting at a desk and working on a computer.  
  • Must be able to lift up to 15 pounds at times.

Pre-employment Requirements
