Job Summary 

Chloeta is seeking a skilled Senior Advisor for Public Assistance to provide technical assistance to the State’s senior leadership regarding the FEMA funding in connection with the application and interpretation of federal laws, regulations, and FEMA policies applicable to FEMA PA, IA, and HMGP and assures that both the State and subrecipients are compliant and to mitigate the risk of any loss of grant funding 

Job Classification: 1099 Contractor, Call when needed 

Duty Station: Remote/virtual Nationwide 

Travel: This position may require travel to client locations and project sites 

 

Duties/Responsibilities 

  • Analyzes and interprets FEMA regulations, federal laws, and policies applicable to PA, IA, and HMGP programs 

  • Provides expert advice to internal teams and stakeholders on compliance requirements and best practices 

  • Develops strategies to maximize the effectiveness and efficiency of FEMA funding in disaster recovery efforts 

  • Identifies and resolves complex issues related to FEMA funding eligibility, compliance, and program delivery 

  • Maintains accurate and comprehensive records for auditing and compliance purposes. 

  • Provides recommendations to address challenges and improve project outcomes. 

 

Required Skills/Abilities

  • Knowledge of the Stafford Act, or the National Flood Insurance Act (NFIA) programs, e.g. PA, IA, and HMGP  
  • Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program 

  • Exceptional verbal and written communication skills for preparing reports, presentations, and correspondence  

  • Comprehensive understanding of FEMA grant programs, including Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), and others  

  • Familiarity with FEMA guidelines, policies, and compliance requirements 

  • Ability to interpret and apply federal regulations to ensure compliance 

  • Strong organizational skills and meticulous attention to detail, ensuring accuracy in all aspects of grant management and reporting 

  • Comfortable adapting to evolving priorities and requirements 

  • Dedication to delivering high-quality results that align with organizational goals and community needs 

 

Education and Experience 

  • Required: Bachelor’s degree in public administration, Emergency Management, Business, or a related field 

  • Required:At least Five (5) years of relevant experience as a senior member of a State or Federal recovery operation or equivalent experience commensurate with the ability to perform the necessary duties
