Preconstruction Manager

Location: Portland, OR

Position Overview:

The Preconstruction Manager is responsible for overseeing all estimating and pricing activities for commercial flooring projects, ensuring accurate and competitive bid proposals. This role leads the internal estimating team, including offshore estimators, and works closely with Account Managers to review and refine bid strategies. The Preconstruction Manager plays a critical role in securing profitable projects and ensuring alignment with company objectives.

Key Responsibilities:

Estimating & Pricing Leadership

  • Oversee all internal estimating activities, ensuring accuracy, efficiency, and consistency in pricing.
  • Manage and support offshore estimators, providing training, guidance, and quality control.
  • Perform detailed quantity take-offs and cost analysis for various commercial flooring systems, including carpet tile, resilient flooring, ceramic tile, polished concrete, and epoxy coatings.
  • Ensure pricing aligns with company profitability goals while remaining competitive in the market.

Bid Management & Proposal Development

  • Lead the bid preparation process, ensuring all proposals are accurate, complete, and submitted on time.
  • Schedule and attend bid reviews with Account Managers, ensuring all pricing and scope clarifications align with client expectations.
  • Develop bid strategies, including risk assessment, value engineering options, and competitive positioning.
  • Maintain strong relationships with manufacturers, suppliers, and subcontractors to obtain the best pricing and material availability.

Preconstruction Coordination & Stakeholder Collaboration

  • Work closely with Account Managers to understand client needs, project scope, and bid strategy.
  • Review project specifications, architectural drawings, and contract documents to ensure compliance and competitive pricing.
  • Identify and communicate potential risks, cost-saving opportunities, and alternative solutions during the preconstruction phase.
  • Participate in pre-bid meetings and site visits to gather project-specific information.

Process Improvement & Team Development

  • Continuously improve estimating processes, tools, and workflows to increase efficiency and accuracy.
  • Ensure offshore estimating team adheres to company standards and quality expectations.
  • Provide training and mentorship to junior estimators and support staff.
  • Monitor market trends, competitor pricing, and material cost fluctuations to adjust estimating strategies as needed.
