Overview:Our client, a fully licensed and recognized Hospital is looking for a dynamic and dedicated Human Resources Partner to join their team.
Job Description
This role will lead the delivery of services in employee relations (“ER”), labour relations (“LR”) and workforce planning that support the goals and objectives of the Hospital. The HR Partner will also be accountable for promoting and fostering a healthy, safe and respectful workplace culture that promotes employee engagement, healthcare and HR best practices as well as the Hospital’s core values.
Employee & Labour Relations
· Provide guidance to staff and managers on hospital policy interpretation and application.
· Act as a strategic advisor to Directors and Departmental Managers on employee relations matters.
· Conduct staff-related investigations and recommend appropriate resolutions.
· Offer expert advice on Collective Agreements, HR policies, and compliance with legislation to all departments.
· Participate in local collective bargaining, collaborating with legal counsel and senior management to define strategic bargaining goals.
· Advise management and union officials on the interpretation and application of the ONA Collective Agreement.
· Facilitate productive engagement with employee groups and union representatives to enhance communication, planning, and problem-solving.
· Manage grievance, mediation, and arbitration processes in partnership with key managers.
· Build a service delivery model for employee and labour relations that is patient-centered and performance-driven.
· Lead the resolution process for employee disputes and liaise with external HR legal counsel as needed.
· Represent the organization at hearings or tribunals (e.g., Pay Equity, Harassment, Privacy, Human Rights, Ministry of Labour).
Workforce Planning, Recruitment & Employee Development
· Collaborate with Directors and Departmental Managers to implement workforce planning strategies that support quality patient care.
· Lead recruitment efforts, including job postings, interviews, reference checks, and extending offers.
· Conduct exit interviews, analyze feedback, and recommend retention strategies.
· Support training and development initiatives across all levels of the organization.
· Update and enhance performance review processes, incorporating key metrics and service-level targets.
· Maintain accurate and current job descriptions in collaboration with Departmental Managers.
· Oversee onboarding, orientation, and other training programs.
· Manage the Annual Performance Review Program and ensure alignment with organizational goals.
· Design and monitor departmental education programs to meet mandated training requirements.
· Establish key performance metrics to drive service efficiency and accountability.
· Support a progressive disciplinary process and provide guidance on dismissal and conflict resolution.
· Research and recommend compensation strategies to attract and retain talent.
· Assist in developing programs that foster a culture of service excellence and engagement.
Compliance & Best Practices
· Stay current with HR best practices through participation in seminars, conferences, and networking events.
· Ensure compliance with federal and provincial legislation by regularly updating HR policies.
· Maintain secure and centralized HR records and databases.
· Conduct salary and compliance reviews, including Ministry of Labour complaints.
Compensation & Benefits
· Conduct internal and external compensation reviews, aligning recommendations with organizational goals.
· Develop and maintain salary scales and oversee performance-based increases and departmental bonuses.
· Manage employee benefits programs and communicate benefit enhancements.
· Partner with pension plan providers to deliver educational sessions.
· Administer Leave of Absence programs, including disability and parental leaves.
Occupational Health & Safety
· Oversee and manage WSIB claims.
· Participate in health and safety audits and respond to Ministry of Labour inspections.
Other Responsibilities
· Assist in developing and managing departmental HR budgets.
· Oversee mask fitting programs and maintain related training records.
· Uphold the confidentiality of hospital, employee, and patient information.
· Serve as an ambassador for the Hospital in all professional interactions.
· Perform other duties as assigned.

As part of the role and responsibilities of this position, the Human Resources Partner is required to interact with a variety of individuals both on a frequent and infrequent bases (depending on the nature of the work) and includes, but is not limited to the following:

Education, Training & Experience
· Degree in Human Resources or related field required.
· CHRP, CHRL or working towards
· At least 5 years of management level Employee and Labour Relations experience required.
· In-depth knowledge of labour law (ESA, OLRA, and Common) and HR best practices.
· Extensive experience with the development of policies, protocols and employee manuals/handbooks
· Demonstrable experience with Human Resource metrics
· Sound knowledge of and experience with HR systems and databases
· Experience in a Union environment, for CA interpretation, compliance, Negotiation, and Grievance / Arbitration management. ONA CA experience an asset.
· Experience with Incentive based remuneration an asset.
