Resident Engineer

Key Responsibilities:

During the Design Phase:

  • Conduct thorough reviews of drawings, specifications, and estimates to ensure alignment with all required guidelines.

  • Evaluate project timelines for feasibility in accordance with client-established milestones.

  • Lead constructability assessments to proactively identify challenges.

  • Provide commentary and evaluation of project work plans to ensure alignment with technical and operational goals.

  • Participate in safety-focused pre-construction discussions for each project to support safe project execution.

During the Construction Phase:

  • Deliver expert technical oversight to resolve construction and contract-related challenges.

  • Attend and contribute to project pre-construction conferences and ongoing progress meetings.

  • Maintain an active on-site presence to verify compliance with approved plans, standards, and safety practices.

  • Submit detailed daily or weekly progress logs capturing all significant on-site activities.

  • Maintain a comprehensive and up-to-date Resident Engineer’s log for final record submission.

  • Evaluate the general contractor’s (GC) quality assurance procedures and schedule deliverables.

  • Review contractor two-week lookahead schedules and participate in weekly construction meetings.

  • Assess and comment on contractor pay applications for accuracy and performance tracking.

  • Coordinate project execution closely with operational stakeholders and internal facility teams.

  • Monitor efforts by the GC to mitigate public impacts and maintain operational efficiency.

  • Verify contractor compliance with agency coordination, permitting, and internal departmental requirements.

  • Ensure all construction activities maintain up-to-date as-built documentation.

  • Respond effectively to on-site emergencies and coordinate incident management in collaboration with contractors and emergency teams.

Additional Duties:

  • Participate in punch list development and final acceptance procedures.

  • Regularly meet with contractors to address project concerns and interpret contract standards.

  • Perform additional duties in support of project completion and operational handover as assigned.

Minimum Qualifications:Education:

  • Bachelor’s degree in Engineering or Construction Management is required.

Experience:

  • Minimum of 5 years of construction-related experience within transportation, utilities, or facilities environments, preferably including work at operational airports or similarly regulated sites.

  • Demonstrated experience managing design and construction inspection processes for civil infrastructure.

Required Certifications & Expertise:

  • Valid unrestricted driver’s license (except for corrective lenses).

  • Ability to pass a background screening and obtain a facility-specific security badge.

  • Certification for airfield driving and aerodrome operations.

  • Familiarity with Massachusetts building codes and controlled substances testing compliance.

  • Massachusetts Construction Supervisor License (preferred but not mandatory).

  • Experience leading CM services across complex capital programs, including staff and inspection teams.

  • Proficiency in construction management using web-based tools and technologies.

Technical and Environmental Proficiencies:

  • Comfort working in airport and construction environments, including exposure to outdoor weather, confined spaces, mechanical equipment, noise, dust, and industrial chemicals.

  • Physical capacity to lift up to 20 pounds, walk or stand for extended periods, and perform field tasks including bending, stooping, and crawling.

  • Visual and auditory capability to interpret plans, operate communication tools, and monitor construction activity.

Work Schedule & Equipment:

  • Must be available for 40-hour workweeks and on-call support for construction-related emergencies year-round.

  • Equipment utilized includes tablets, iPads, radios, engineering software, charts, and on-site vehicles.
